Industrial Development: The Driving Force for Growth

To realize the goal of becoming one of the modern industrial economic centers of the region by 2030, Thai Nguyen province has been prioritizing the development of high-tech industry, a number of specialized industries with high added value and the ability to participate in the global production chain.

Thai Nguyen province has been prioritizing the strong development of high-tech supporting industries, capable of participating in the global production chain and some industries with high added value in which the province has advantages. Thanks to that, the industry has become the main driving force for the province's economic growth.

The merger of Thai Nguyen and Bac Kan provinces has opened up new development space, creating a combined strength to promote industrial production development in the area.

Back before the merger of Thai Nguyen and Bac Kan provinces, with the advantage of being adjacent to the capital Hanoi , Thai Nguyen focused on planning industrial parks (IPs), industrial clusters (ICs), and strengthening solutions in attracting investment.

The province sets a general goal for the 2020-2025 term to become one of the modern industrial economic centers of the Northern midland and mountainous region and the Hanoi capital region by 2030.

Accordingly, the province strives for an industrial production value of about VND 1,211,000 billion in 2025, an average increase of 9% per year or more. The growth of industrial production value contributes significantly to the province's average economic growth rate (GRDP) of 8% per year or more.

Thai Nguyen promotes planning and investment in traffic infrastructure inside and outside the fences of industrial parks and industrial clusters in the direction of connection and linkage. The province has planned 11 industrial parks and 1 concentrated information technology park (total area of ​​4,245 hectares); established 9 industrial parks, of which 5 are in operation; planned 41 industrial clusters (total area of ​​2,067 hectares), and established 16 industrial clusters.

The province focuses on directing industrial development in a multi-sector and multi-field direction, prioritizing the strong development of high-tech supporting industries, such as: Information technology, electronics and semiconductor microchip industry; new materials.

With a friendly investment environment, Thai Nguyen has become a destination for many FDI enterprises. In the period of 2021-2025, the industrial production value of Thai Nguyen province (old) increased by an average of 8%/year.

In the period of 2021-2025, Thai Nguyen province (old) attracted 161 domestic investment projects with a total capital of 67,357 billion VND. Up to now, there are 910 domestic projects (total registered capital of 1.01 million billion VND); newly granted and adjusted capital increase for 150 FDI projects with a total capital of 2.73 billion USD. Up to now, there are 217 FDI projects with a total capital of 10.819 billion USD.

For Bac Kan province (old), it has attracted 71 domestic projects with a total capital of 14,377 billion VND (including 67 projects outside the industrial park with a capital of 13,695 billion VND and 4 projects in the industrial park with a capital of 682 billion VND). There are 185 domestic projects (total capital of 23,794 billion VND) and 5 FDI ​​projects (total capital of 40 million USD).

After investing and putting Pho Yen 2 Factory (in Diem Thuy Industrial Park) into operation in 2017, by 2024, Mani Hanoi Co., Ltd. has completed the procedures to continue expanding investment at Pho Yen 2 Factory.

Mr. KAORU, General Director of Mani Hanoi Co., Ltd., said: The total additional investment capital at Pho Yen 2 Factory is about 30 million USD. Mani Co., Ltd. currently has 3,300 employees working at 2 factories in Thai Nguyen, accounting for about 80% of the entire Group in Vietnam.

When the investment expansion project at Pho Yen 2 Factory is completed, Mani Hanoi Co., Ltd. will recruit 500-700 more employees, increasing capacity by 30-40% compared to before the expansion investment.

Not only FDI enterprises, Thai Nguyen province also promotes attracting domestic enterprises to invest to increase the value of industrial production. Thagaco International Investment Joint Stock Company has invested in a garment factory in Phu Thinh commune and is currently focusing on completing the second garment factory in Tan Duong Industrial Park.

Mr. Truong Cong Chuong, Project Development Director of Thagaco International Investment Joint Stock Company, said: Thagaco invested in building a garment factory at Tan Duong Industrial Park according to the green criteria of the American Association and smart factories. Thagaco Smart Green Dinh Hoa Garment Factory with a total investment of 788 billion VND, when completed, will create jobs for about 4,000-4,500 workers.

For Bac Kan (old), before the merger, the province planned 8 industrial parks and 27 industrial clusters. Up to now, 1 industrial park (80.7ha) and 8 industrial clusters (total 264.9ha) have been established, of which 1 industrial park and 1 industrial cluster have been put into operation, attracting a number of FDI projects, contributing to an average growth of industrial value of 10.9%/year, with a scale of 2.2 trillion VND.

Although the industrial production value of Thai Nguyen province (new) has not yet reached the expected plan, industry is still the main driving force leading the province's economic growth.

To exploit the potential advantages of land for industrial development in particular, tourism, agriculture and forestry in the old Bac Kan province, Thai Nguyen province also faces many difficulties, especially the unsynchronized traffic infrastructure, which has not created attraction for businesses to invest in planned industrial parks and industrial clusters.

To resolve the issue, at a recent meeting between Deputy Prime Minister Nguyen Chi Dung and the Provincial Party Committee, Chairman of the Provincial People's Committee Pham Hoang Son proposed to the Government to expand the Thai Nguyen - Cho Moi route. At the same time, invest in the construction of the Bac Kan - Cao Bang expressway (now the Thai Nguyen - Cao Bang route) and upgrade the Hanoi - Thai Nguyen expressway from 4 to 6 lanes.

The province's proposals were highly agreed upon by Deputy Prime Minister Nguyen Chi Dung and assigned the Ministry of Construction to preside over and coordinate with the People's Committees of Thai Nguyen and Cao Bang provinces to unify the proposals.

Along with the proposal to allocate investment resources for the connecting traffic system, departments and branches are currently actively consulting with the province to review and adjust the planning to suit the post-merger administrative units. Promote administrative reform to attract investment and fill the planned industrial parks and industrial clusters.

Prioritize attracting advantageous industries such as: Electricity, electronics, semiconductors, mechanical processing, metallurgy, agriculture - forestry products, minerals, garment industry; increase the localization rate of industrial products. Form and develop large enterprises to build Thai Nguyen province into a modern industrial center with high average income before 2030, striving to become a developed province with high income before 2045...
