With a spirit of urgency and seriousness, the first conference of the Provincial Party Executive Committee (expanded) completed all the contents and programs set out.

The conference highly agreed with the draft Report on the implementation of tasks in the first 6 months of the year and the direction and tasks for the last 6 months of 2025. At the same time, it focused on analyzing and comprehensively evaluating the achieved results, difficulties, limitations and causes, adding many practical tasks and solutions to successfully carry out the tasks in the last 6 months of the year as well as the whole year of 2025. The conference also reviewed and approved the Working Regulations of the Provincial Party Executive Committee, the Working Regulations of the Provincial Party Committee Inspection Committee for the 2020-2025 term, and the Working Program of the Provincial Party Committee for the last 6 months of 2025.

Based on an objective and comprehensive assessment, the Provincial Party Committee unanimously agreed that: In the first 6 months of 2025, despite continuing to face many difficulties and challenges, with the drastic and timely leadership and direction of the Central Government, the Provincial Party Committee, the efforts of all levels, sectors, localities, the business community and people of all walks of life in the province, the province's economy continued to grow well, with the gross regional domestic product (GRDP) estimated to increase by 7.49%.
The economic structure continues to shift in a positive direction; cultural and social activities take place vigorously; national defense and security are strengthened, social order is maintained; the political system continues to be streamlined; social security is ensured, the people's lives in the province are basically stable, and some aspects have been improved.

According to the assessment of Provincial Party Secretary Ho Quoc Dung, after 1 week of operating the 2-level local government model, the new apparatus in the province has basically ensured stability, and has been assessed by the Central Government as being in the "green zone" - operating well. Notably, by this morning (July 7), 100% of the province's communes and wards had records arising to handle administrative procedures. "All departments and branches are "happily" performing their tasks, this is a very good thing" - said Provincial Party Secretary Ho Quoc Dung.
However, besides the achieved results, there are still limitations and difficulties such as: Some industrial clusters have incomplete technical infrastructure, slow implementation progress, lack of synchronization, not ready to meet investment attraction. Some works and projects are slow to be resolved. Agricultural production is still scattered, lacking key products to meet the requirements of commodity production and export. Tourism products are still monotonous, low quality; lack of large-scale entertainment areas, high-end shopping and commercial centers...
There must be pressure for the province to develop.
To successfully implement the goals and tasks in the last 6 months of the year as well as the whole year of 2025 and the period of 2020-2025, Provincial Party Secretary Ho Quoc Dung requested to continue to focus on drastic, synchronous and effective implementation of solutions to implement Conclusion No. 123-KL/TW of the Party Central Committee on the project to supplement socio-economic development in 2025, striving for GRDP growth for the whole year not lower than the national average.
“We have no way back. There must be pressure for the province to develop. There is no reason why the province with the second largest area in the country cannot achieve its development targets. Therefore, all leaders and officials at all levels must work with the highest spirit and responsibility, contributing to the development of the province,” emphasized comrade Ho Quoc Dung.
In addition, agencies, units and localities must establish the task of the new Gia Lai Province Master Plan for the period 2025-2030 with a vision to 2050 in accordance with the expansion of space and potentials and advantages gained after the merger. Unify data, review programs, plans, economic growth scenarios and assign targets, tasks and resources for socio-economic development to new communes and wards. Review and propose to add key communes and wards to focus on infrastructure investment, as a basis for calling for and attracting investors, at the same time, opening up new development space, creating momentum and development space for the next period.
Review, adjust and supplement compensation and site clearance policies for projects in the area to ensure maximum benefits for affected subjects, in accordance with the law. Continue to accelerate progress to organize the groundbreaking of key infrastructure projects: Runway No. 2 and synchronous projects at Phu Cat Airport, Quy Nhon-Pleiku Expressway, Hoai My Industrial Park, Phu My Industrial Park and Port, etc. Research and propose the establishment, call for and attract investment to complete and synchronize a number of new industrial parks and clusters.
“From now until September 2, we must start implementing a number of key projects. The spirit is that we discuss and do, not postpone. Everyone must join hands, be united, and move in the same direction. The people are waiting for us in a new apparatus that will bring a new wind, bringing Gia Lai province to develop more and more” - Comrade Ho Quoc Dung noted.
The Provincial Party Secretary also requested the Provincial People's Committee to urgently review, report, and propose to competent authorities to thoroughly handle the remaining projects and works in the area (including public investment and non-state budget investment), in the spirit of removing obstacles and creating favorable conditions for the projects to come into operation, contributing to the development of the province.

Strengthen revenue management, prevent revenue loss, over-collection, reduce tax arrears; expand the revenue base, especially revenue from e-commerce via digital platforms; resolutely implement mandatory regulations on electronic invoices for all sectors and fields; promote land use fee collection to meet the requirements of planned development investment expenditures. Ensure budget expenditures in accordance with standards, norms, and plans; completely handle outstanding debts in basic construction.
At the same time, continue to effectively implement policies and projects on agricultural, forestry and fishery development in the area. Focus on effectively implementing solutions to combat illegal, unreported and unregulated (IUU) fishing. Complete the project to relocate boats from De Gi lagoon and Quy Nhon fishing port to Tam Quan fishing port. Direct the inspection and repair of dykes and irrigation works, especially lakes and dams, to ensure safety before the upcoming storm season.
Strengthen forest management and protection, forest care, seedling production and afforestation. Strengthen management, inspection and examination of land, mineral resources and environment; have plans and roadmaps to thoroughly handle cases of land encroachment and occupation that have been going on for a long time in the area.

Organize cultural-sports activities, political events, and major holidays in the area to ensure solemnity and economy, especially activities to celebrate the 80th anniversary of National Day September 2. Increase investment in infrastructure; consolidate and improve the quality of education and training. Focus on synchronously and effectively implementing Resolution No. 57-NQ/TW of the Politburo and the plan to implement the Popular Education Movement No.
Improve the quality of medical examination and treatment, health care for the people and population work, especially in remote, isolated and border areas. Continue to direct the implementation of the 2025 national defense and military tasks; firmly protect sovereignty and border security; strictly maintain combat readiness, avoid being passive or surprised in any situation.
In the field of Party building, Provincial Party Secretary Ho Quoc Dung requested agencies, units and localities to develop working regulations, assign tasks and responsibilities clearly, and ensure strong implementation of decentralization and delegation of power from the province to the commune according to the direction of the Central Government. Continue to operate, learn from experience and perfect the 2-level local government; promote public service reform, accelerate the progress of building digital government. Immediately after this Conference, the Provincial Party Executive Committee requested Party committees at all levels, Party organizations, authorities, Fatherland Front, departments, branches, especially leaders, to grasp the practical situation, fully grasp the major policies and orientations of the Central and the province; focus on organizing the urgent, serious, drastic and effective implementation of the set tasks, creating clear changes, contributing to the comprehensive success of the goals and targets of 2025 and the entire 2020-2025 term, creating momentum and force for the 2025-2030 period.
