In recent times, Ninh Hai District Party Committee has led the implementation of the emulation movement "Skillful Mass Mobilization" with positive changes. Localities and units have issued plans to implement the emulation movement with many forms such as: Propaganda, mobilizing cadres, party members, union members and people to participate in implementing and registering the "Skillful Mass Mobilization" model. Thereby, 114 "Skillful Mass Mobilization" models have been built in association with new rural construction.

Agencies, departments, and branches have expanded their approach to the people by organizing direct dialogues to find a common voice in resolving difficulties and problems, especially in site clearance, support, and resettlement, etc.
