Starting from July 1, the two-level local government model (including provincial and communal levels) officially came into operation. This is a major revolution in the arrangement and streamlining of the political system. The majority of cadres, party members and people all support and highly agree with this policy, and at the same time have high expectations that the two-level local government model will create a new driving force for socio-economic development.

To implement this policy, the entire political system in the province has joined in, proactively developing projects and arrangements, while promoting propaganda, creating high consensus among cadres, party members and people of all walks of life. In particular, these days, all levels and sectors in the province are actively preparing conditions for trial operation towards official operation of the 2-level local government model.

High consensus

In order to create high unity of thought and action in the entire political system on implementing the organizational arrangement, Party committees at all levels determined that it is necessary to carry out propaganda work well to raise awareness and create consensus among cadres, Party members and people on the 2-level local government model.

Accordingly, the Provincial Party Committee's Propaganda and Mass Mobilization Department has advised on developing a propaganda plan for a number of key tasks to reorganize the apparatus and administrative units, clearly stating the roadmap and propaganda content for each specific stage; guiding agencies and units to carry out propaganda tasks with rich and diverse forms, ensuring practicality and effectiveness.

Closely following documents, plans and instructions from superiors, agencies and units, especially district party committees, city party committees and affiliated party committees, have stepped up propaganda work to create unity and consensus among the people.

Mr. Dang Van Loc, Standing Deputy Secretary of Dinh Lap District Party Committee informed: Identifying this as one of the key tasks, especially near the time of operating the 2-level government, the Party Committee, the team of reporters and propagandists at all levels in the district focus on propagating the key tasks of reorganizing the apparatus; proactively doing a good job of ideological work, fostering people's trust in the operation of the new apparatus. In addition, we also orient the content for the newly established commune Party Committees to continue implementing in the future.

Along with Dinh Lap, propaganda work at agencies and units is carried out in a diverse and flexible manner, such as through regular meetings, conferences, mass media, social networks, etc. As the main press agency in the area, in recent times, Lang Son Newspaper and Radio and Television have focused on implementing and updating news, articles, photos, and reports on the organization and apparatus arrangement; preparation for the operation of commune-level government; and preparation of conditions for organizing party congresses in newly established communes. Every week, reporters research and deploy news and articles reflecting the arrangement of administrative units associated with the implementation of the 2-level local government model.

With the participation of the entire political system, the policy of arranging commune-level administrative units and implementing the 2-level local government model has received high support, consensus and agreement among all levels of sectors, agencies, units and cadres, party members and people in the area.

Firm belief

Along with the spirit of consensus and high support in implementing the two-level local government model, officials, party members and especially people also have expectations for the performance and efficiency of the new model.

With the new model, the grassroots level plays an important role, being the bridge to both convey and bring the Party's guidelines, policies and laws to the people and also being the level that directly records, answers or receives the opinions, wishes and aspirations of the people. Implementing decentralization and delegation of power, in the coming time, the grassroots level will receive and carry out a series of tasks transferred from the district level.

Mr. Duong The Ngoc, Deputy Secretary of the Party Cell, Head of the Front Work Committee of Luong Van Tri residential block, Bac Son town, Bac Son district shared: We fully support the implementation of the 2-level local government model and hope that in the future, the grassroots level will directly and quickly resolve administrative procedures, and there will no longer be a situation where the commune level is transferred to the district level and the district level is transferred to the commune level, which is both time-consuming and costly for people and businesses.

To meet the requirements of a large workload at the grassroots level, district-level cadres and civil servants are basically assigned to work and hold key leadership positions in communes. In addition, the province also mobilizes provincial-level cadres to communes to hold key positions. This policy also receives the trust and expectation of the people for a new, more professional and effective apparatus.

After the merger, it will be further to the new commune's office, but what we hope is that cadres and civil servants must truly serve the people, explain to them what the people do not understand, and help them do what they cannot do. If cadres and civil servants can do their jobs, are transparent in receiving and handling records and procedures, then even if they have to go further, the people will completely agree and agree. In fact, with the attention of the Party and the State, the commune's main roads have basically been paved, creating more convenience for people's daily life and production than before.

The reorganization of commune-level administrative units and the implementation of the two-tier local government model are strong steps, demonstrating the Party's high political determination in the process of reforming the apparatus of the political system. The streamlining of the apparatus aims to improve capacity, operational efficiency, and the quality of public services, but more importantly, to expand space and create room to promote rapid and sustainable development of the country.
