Unique and creative model
Since its inception, the Hue City Branch of the Vietnam Bank for Social Policies has opened and maintained 133 fixed transaction points for 2,302 savings and credit groups throughout the city and local people to make monthly transactions. Currently, there are over 35,000 mobile transaction teams of the Hue City Branch of the Vietnam Bank for Social Policies serving local people.
Following the instructions of the credit officer of the A Luoi mountainous district Social Policy Bank Transaction Office, we arrived at the headquarters of the People's Committee of Quang Nham commune at the exact time of the transaction, and a large number of people gathered in the commune to receive loans. Ms. Ho Thi Thau, Vice President of the Commune Women's Union, said: "Borrowing loans from the Social Policy Bank at the commune transaction point is done very quickly and conveniently, from registration, inspection, on-site procedure guidance to disbursement. Previously, people had to go to the district transaction office to do it, which was time-consuming, costly to travel, and did not ensure the safety of their assets. Now, at the commune transaction point, there are pre-determined working hours, and people are given many favorable conditions."

After the transactions, bank officials, associations, and poverty reduction committees held meetings to resolve problems, issues, and draw lessons in disbursement, debt collection, and interest collection. Through this, solutions were proposed to implement appropriate and effective programs in the locality, aiming to bring capital closer to the people.
Mr. Phan Van Phap - Director of the Hue City Branch of the Vietnam Bank for Social Policies, affirmed that the commune transaction point is where the Vietnam Bank for Social Policies carries out its professional activities directly in the locality, and people can carry out all transactions without having to go to the upper level. This is a unique and creative model that only exists in the Vietnam Bank for Social Policies system, clearly demonstrating humanity, being close to the people, serving the people and for the people. Thanks to the commune transaction point, thousands of households in remote, isolated and disadvantaged areas not only have easier access to policy credit loans but are also guaranteed publicity and transparency in the borrowing process.
Continue to maintain the operation of transaction points at the commune level, savings and credit groups
With such importance, maintaining the operation of the Social Policy Bank Transaction Office, Savings and Credit Group, Commune Transaction Points, and Commune Transaction Sessions on fixed days as currently in Hue City is appropriate and in accordance with the direction of the Government . Continuing to effectively maintain the organizational model and specific credit management methods that have been affirmed. This is also a condition for the Hue City Social Policy Bank Branch to organize the most timely, convenient, and fastest implementation to beneficiaries "Where there are poor people and policy beneficiaries, there is the Social Policy Bank" according to the motto "Understanding the people's hearts, serving wholeheartedly".

Mr. Hoang Van Thai - Vice Chairman of Phong Dien Town People's Committee, Hue City, emphasized that in the journey to achieve the goal of sustainable poverty reduction, ensuring social security and building new rural areas, the commune transaction points of the Vietnam Bank for Social Policies have become an effective "extended arm", bringing preferential capital to each poor household, near-poor household and other policy beneficiaries quickly and conveniently. In the face of the requirement to change the management method of the political system in the current period, social policy credit activities cannot be separated, however, maintaining the commune transaction points and maintaining the operation of the Savings and Credit Group is a correct and long-term strategic action.
The state's implementation of a two-level local government, the People's Credit Fund no longer has a model of the People's Credit Fund's Board of Directors at the district level and the activities of the People's Credit Fund at the local level do not have the participation of district-level socio-political organizations, leading to an increase in the direct tasks of the People's Credit Fund.
According to Mr. Nguyen Chi Tai - Head of the Board of Representatives of the Social Policy Bank - Vice Chairman of Hue City People's Committee, maintaining operations at commune transaction points is not only a technical solution but also a political commitment, demonstrating the operating philosophy of the Social Policy Bank which is "Accompanying the poor and policy beneficiaries, serving on-site, wholeheartedly, transparently and effectively".
In the coming time, maintaining and continuously improving the model of commune transaction points according to the activities of the two-level government will continue to be a solid foundation for the Hue City Social Policy Bank to successfully implement policy credit programs, contributing to socio-economic development at the grassroots level.
