The branch is maintaining 8 affiliated transaction offices and the city headquarters. After implementing the administrative boundary arrangement according to Resolution No. 1675/NQ-UBTVQH15, dated June 16, 2025 of the National Assembly Standing Committee, the transaction offices will still retain their organization and apparatus and continue to maintain the current operating network.
Currently, people are quite worried that the arrangement of administrative boundaries will affect transactions and debt repayment... What solutions does the branch have to help people feel secure in making transactions?
Currently, we have built solutions to ensure that transactions are not interrupted or disrupted. First of all, we continue to maintain the stability of all 133 commune/ward transaction points as they are now, even though after the merger the number of administrative units has been reduced to 40 units. The network of transaction points and transaction schedules are kept the same as before the administrative unit arrangement. This helps people to make transactions more convenient, avoiding having to travel far or changing their financial habits.
So will the infrastructure serving commune transaction points change, sir?
We have reported to the authorities at all levels about maintaining the network of transaction points and transaction schedules as before the administrative unit arrangement, and at the same time advised to prioritize arranging transaction locations at the headquarters of the People's Committee of the commune/ward before the merger. In case it is not possible to arrange at the old People's Committee of the commune/ward, then arrange at a suitable cultural house or community activity house, ensuring the conditions of facilities and safety for bank staff and people coming to do transactions.
All transactions of borrowing, repaying debts, paying interest, depositing savings... still take place according to the fixed monthly schedule as before. Transaction offices are directed to closely coordinate with local authorities and socio-political organizations to review the list of villages and residential groups according to each transaction point, and at the same time notify the specific schedule to the savings and loan groups (TK&VV) to propagate and guide people clearly.
How will the affiliated transaction offices operate after the administrative boundary arrangement?
Currently, we have directed the affiliated transaction offices to develop an operational plan suitable to the situation of each locality, focusing on 5 key groups of solutions. In particular, maintaining a network of 133 transaction points periodically 1 day/month, including Saturdays and Sundays, to facilitate people to access policy credit capital in the most convenient way at familiar locations; assigning credit officers to monitor the area by village/residential group associated with the commune transaction points to improve monitoring capacity, promptly handle arising situations, and at the same time maintain close connections with political and social organizations at the grassroots level.
Develop a plan to organize training for relevant officials of the Commune People's Committee and political organizations entrusted with social policy credit activities after completing the commune merger to ensure that local staff have a firm grasp of the professional and policy credit procedures; coordinate with political and social organizations to implement the handover of entrustment in accordance with instructions and regulations, ensuring that loan information and customer records are fully transferred without interruption. At the same time, maintain a hotline to reflect and support people to receive and promptly answer any problems in the initial stages of arranging administrative boundaries at the commune level.
Does this mean that credit operations will not be interrupted during the initial transition period?
That's right. Maintaining full commune/ward transaction points as in the old model helps people not have to go further, creating stability and peace of mind in accessing loans. The branch has coordinated with socio-political organizations to announce transaction locations, fixed transaction schedules, transaction times, and a list of villages belonging to the transaction points so that the management board of the Savings and Credit Group and customers can grasp and come to transact. Coordinate with the People's Committee of the new commune to create favorable conditions for customers in confirming loan applications and authorization procedures to ensure that there are no problems with administrative procedures. At the same time, continue to organize the network of Savings and Credit Groups according to the new administrative unit, maintaining community cohesion. Strengthen propaganda and guidance through socio-political organizations and Savings and Credit Groups, helping people grasp policies and feel secure in making transactions.
The branch also directed the leaders of the affiliated transaction offices and assigned credit officers to monitor the area closely, closely follow the grassroots, advise the local Party Committee and government, closely and effectively coordinate with socio-political organizations to promptly transfer policy credit capital to beneficiaries, from the stages of guiding the preparation of documents, appraisal, disbursement, debt collection and handling of other operations. These solutions will ensure the continuity and stability of policy credit activities, always close to the people, close to the people, close to the grassroots, so that social policy credit serves the poor and other policy beneficiaries well.
