Present at Dan Hai commune, SGGP reporters recorded cloudy weather, with occasional light rain. At this time, forces including police, militia, veterans association, women's association, farmers' association, residents, and youth union members in Dan Hai commune coordinated with officers and soldiers of Squadron 102 (under the Coast Guard Region 1 Command) to concentrate and urgently transport hundreds of sacks containing sand, boulders, steel cages, and sheet piles to reinforce key locations with a length of more than 200m. section through Tan Ninh Chau and Hoi Long villages.

At the same time, the locality also mobilized excavators, loaders, and trucks to transport sand and boulders to the scene to strengthen and speed up the progress of coastal reinforcement.

Mr. Tran Quynh Thao, Chairman of the People's Committee of Dan Hai Commune, said that on the morning of August 24, the locality mobilized a total of more than 400 people to transport and carry hundreds of cubic meters of sand, boulders, steel cages, etc. to reinforce vulnerable locations along the coast. This reinforcement will be completed on August 24, before storm No. 5 makes landfall. Previously, on the afternoon of August 23, the locality also mobilized about 400 people to reinforce the coast.
Major Tran Van Manh, Deputy Political Commissar of Lach Ken Border Post (Ha Tinh Provincial Border Guard Command) said that this morning, the unit mobilized 30 officers and soldiers to coordinate with local authorities and functional forces to reinforce the embankment at the coast in Dan Hai commune. In addition, the unit also coordinated and supported fishermen in coastal areas to tie up boats and fishing gear to ensure safety and avoid collision and damage when the storm makes landfall.

For many years now, due to the impact of natural disasters and strong tides, some key locations along the coast of Tan Ninh Chau and Hoi Long villages (Dan Hai commune) have been seriously eroded and gouged. Some of these eroded locations have approached the foot of the Hoi Thong dike located inside the protective forest, about 10m. The erosion has not only washed away sand and soil, but also knocked down many other protective casuarina trees.
Therefore, the reinforcement of vulnerable coastal locations aims to proactively respond to storm No. 5, limit high tides causing landslides and spreading, and protect the Hoi Thong dike. This is a vulnerable dike protecting thousands of households in Dan Hai commune.

On the morning of August 24, Border Guard units of Quang Tri province simultaneously went to the area, coordinating with the authorities and people to deploy measures to prevent and combat storm No. 5.
Mr. Ho Khien, Head of Lom village, Dan Hoa commune, said that Ra Mai Border Guard Station sent soldiers to each house in the village to repair and tie down houses for the people.

In coastal communes, the border guards coordinated with local authorities to help people move their boats to high places and tie them securely. On the land border, units promoted the "4 on-site" motto, proactively propagandized and supported people to strictly implement prevention measures; at the same time, closely followed vulnerable points, areas at risk of landslides, floods, and overflows to set up warnings and prevent traffic when floods and rains became complicated.
At the same time, plans to evacuate people to safe places have been prepared and are ready to be deployed to ensure people's lives and property. Schools in border and coastal areas have been supported to reinforce their facilities and limit damage when the storm makes landfall.

Quang Phu Kindergarten, Phu Trach Commune uses water instead of sandbags to cover the corrugated iron roof.
Currently, there are no more boats from Quang Tri province operating in the Gulf of Tonkin. Some boats have reached the shore, the rest are waiting for the tide to rise to enter the port, and are expected to complete their sheltering work by early this afternoon.
According to SGGP reporters this morning, the market for plastic bags sold a lot, because people buy them to pump water and put them on tiled and corrugated iron roofs to prevent the roof from being blown off. This year, people use water bags instead of sand bags because sand is scarce and expensive.
