Secretary of State Blinken says US will not contain China's development

Since 2022, US officials have imposed sweeping controls on many types of computer chips exported to China, cutting sales from Nvidia, Advanced Micro Devices and Intel, among others.

These controls follow an earlier ban on chip shipments to tech giant Huawei Technologies.

But US officials have granted at least two US companies, Intel and Qualcomm, licenses to continue shipping chips to Huawei, which is using Intel chips to power a new laptop model.

“I saw that Huawei just launched a new laptop that they boast about having AI capabilities, using Intel chips,” Secretary of State Blinken said during a visit to China.

“I think it demonstrates that what we are focusing on is only the most sensitive technology that could pose a threat to our security. We are not focused on cutting off trade… or containing China.”

Intel and Qualcomm's licenses to sell to Huawei were granted under the administration of former President Donald Trump and remain in place under current President Joe Biden.
