This is also the province's first elevated road construction investment project being implemented.
Efforts to start construction in December 2025
The project to build an elevated road along National Highway 51 from Vung Tau intersection to Vo Nguyen Giap intersection with Bien Hoa - Vung Tau Expressway is proposed by the investor to be implemented with a length of about 5.5km. The project will invest in building an elevated road along National Highway 51 and the intersections of Vung Tau intersection, Gate 11, Vo Nguyen Giap Street with Bien Hoa - Vung Tau Expressway and the intersection with Huong Lo 2.
With this project, after many meetings with the project proposal investor, the province has agreed on the investment plan for the intersections with a complete scale. The elevated road section along National Highway 51 will be invested in construction with a scale of 6 lanes. According to the Provincial People's Committee, the investment in the project aims to complete the infrastructure in the area to ensure synchronization, connectivity and maximize the efficiency of the transportation system.
According to Mr. Le Quoc Binh, General Director of Ho Chi Minh City Infrastructure Investment Joint Stock Company, the investment plan to build an elevated road along Highway 51 has the advantage of limiting land clearance; at the same time, separating large trucks, small cars and motorbikes to increase traffic capacity and limit traffic accidents.
According to the Provincial People's Committee, the Elevated Road Project along National Highway 51 from Vung Tau intersection to the intersection of Vo Nguyen Giap Street with Bien Hoa - Vung Tau Expressway has a total preliminary investment of more than 14.7 trillion VND (including loan interest), of which the investment capital participating in the project is more than 4.3 trillion VND; investor capital is more than 10.4 trillion VND. |
In May 2025, the Standing Committee of the Dong Nai Provincial Party Committee (old) issued a document approving the proposal of the Party Committee of the Dong Nai Provincial People's Committee (old) on the implementation of the project under the public-private partnership (PPP) method. On June 26, Provincial Party Committee member and Vice Chairman of the Provincial People's Committee Ho Van Ha signed a document of the Provincial People's Committee approving the investor to prepare a proposal for the Elevated Road Project along National Highway 51 from Vung Tau intersection to the intersection of Vo Nguyen Giap Street with Bien Hoa - Vung Tau Expressway under the PPP method.
Accordingly, the Provincial People's Committee approved the assignment of the consortium of investors including: Ho Chi Minh City Technical Infrastructure Investment Joint Stock Company; CII Infrastructure Services Company Limited; IMIC Infrastructure Construction Joint Stock Company; Ho Chi Minh City Foreign Trade and Investment Development Joint Stock Company (CII - CII Service - IMIC - FIDECO consortium) as the investor to prepare the project proposal under the PPP method. The deadline for submitting the project pre-feasibility study report is the end of July 2025. The agency in charge of receiving the dossier is the Department of Finance.
Previously, in a document sent to the Provincial Party Committee Standing Committee regarding the request for opinions on the project implementation policy, the Provincial Party Committee also said that regarding the progress, the set goal is to start the Elevated Road Project along National Highway 51 from Vung Tau intersection to the intersection of Vo Nguyen Giap Street with Bien Hoa - Vung Tau Expressway in December 2025.
The project is multi-purpose.
The section of National Highway 51 from the Vung Tau intersection to Gate 11 intersection, including the two aforementioned intersections, has become a "hot spot" for traffic congestion for many years. The large volume of traffic, while the scale of the route and the two intersections have not been invested in and expanded synchronously, has caused frequent traffic congestion in this area.
Mr. Nguyen Van Phong (residing in Tran Bien ward) said that every time he travels through the Vung Tau intersection to enter National Highway 51, he is very tense.
"The large traffic volume, while the traffic organization is not really effective, makes people very stressed every time they travel through this area," said Mr. Nguyen Van Phong.
From that reality, the implementation of the Elevated Road Project along National Highway 51 from Vung Tau intersection to the intersection of Vo Nguyen Giap Street with Bien Hoa - Vung Tau Expressway, including investment items to build intersections at Vung Tau intersection and Gate 11, is expected to fundamentally solve the traffic congestion and jams in these areas.
Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee Vo Tan Duc assessed that the implementation of the project not only aims at the goal of synchronously developing the transport infrastructure system and handling traffic congestion, but also aims at creating urban landscapes. Because the Vung Tau intersection and Gate 11 are the gateway intersections of the province, the investment in synchronous construction of these intersections will create a spacious and modern urban landscape. Regarding the investment plan for the construction of intersections under the project, the Provincial People's Committee requires investors to propose projects that must ensure both the technical and aesthetic aspects of the project.
