The Government Office has just issued Notice No. 294/TB-VPCP dated June 9, 2025, concluding the Government Standing Committee at the meeting on the real estate market situation.
According to the announcement, the real estate market plays an important role in the economy , closely related to the credit market, labor, supply chain and especially social security - through housing and social housing for people.
In recent times, the Government and the Prime Minister have continuously directed and assigned specific tasks to ministries and branches to remove difficulties and promote the safe and sustainable development of the real estate market. According to a report from the Ministry of Construction, in the first months of 2025, the market has recorded many positive signals, with supply and transaction volume increasing compared to the same period last year.
However, many problems still exist such as unreasonable product structure, lack of housing for low-income people and young people; excess villas and low-rise houses; real estate and housing prices not suitable for the ability of those in need; speculation, manipulation, price inflation, and market manipulation still exist...
To solve the above problems, the Government Standing Committee requests ministers, heads of ministerial-level agencies, government agencies and chairmen of People's Committees of provinces and centrally run cities to urgently review and clarify the causes of the increase in real estate price structure (land prices, raw material prices, loan interest rates, etc.); urgently have plans to reduce the factors that increase real estate prices, increase access to real estate and increase supply.
Unnecessary and overlapping administrative procedures must be thoroughly cut down, reducing at least 30% of implementation time and costs, in accordance with Resolution 66/NQ-CP. Technical regulations that are no longer appropriate, contradictory, or cause additional costs (such as regulations on planning, parking, fire prevention, etc.) also need to be reviewed and revised.
The Government specifically requested research on policies to support people with real housing needs, especially young people, to increase access to housing and ensure the right to housing according to the Constitution.
One of the key contents directed by the Government is to study the model of "Real estate and land use rights transaction center managed by the State" on an electronic platform. The Ministry of Construction is assigned to preside over and closely coordinate with the Ministry of Agriculture and Environment to implement it.
Accordingly, the entire process from real estate transactions, notarization, taxes, and land registration will be integrated into the electronic environment, similar to the stock trading model, to increase transparency, publicize information on assets and prices, limit tax losses, and facilitate effective management. The Ministry of Construction must report the results to the Prime Minister in June 2025.
In addition, the Ministry of Agriculture and Environment shall coordinate with the Ministry of Construction to review the provisions of the Land Law to unify state management of land, real estate and housing; review regulations related to site clearance to suit the practical implementation of projects, including comparing and evaluating the effectiveness of site clearance carried out by enterprises and the state, and report to the Prime Minister in June 2025.
The State Bank directed the commercial banking system to prioritize disbursement for commercial housing projects with suitable prices, contributing to promoting credit growth and supporting the 8% growth target by 2025.
At the same time, continue to research and implement a medium-term credit package with stable interest rates for affordable commercial housing; have a more favorable lending mechanism for young people who want to buy a house; focus on urging effective disbursement of the preferential loan program of 120,000 billion VND.
The State Bank needs to carefully review loans secured by real estate; ensure realistic valuation, control risks and strictly prohibit all acts of manipulating and "inflating prices" that distort the market.
