The private economic sector is being placed at the center of the country's development strategies, in which logistics and trade infrastructure are key factors for Vietnamese goods to reach out to the world.
However, reality shows that there are still many hidden bottlenecks in the logistics system, especially with agricultural and aquatic products, preventing private enterprises from fully exploiting their capacity.
Sudden changes, export businesses face difficulties
Speaking with Tuoi Tre Online , Mr. Dang Hong Anh - Chairman of the Vietnam Young Entrepreneurs Association - said that to implement Resolution 68 on private economic development, the Vietnam Young Entrepreneurs Association has surveyed businesses in the logistics sector and proposed policies to remove bottlenecks in this sector.
One of the issues that export enterprises have repeatedly reported is the new regulation of Saigon Newport Corporation on the time to receive refrigerated containers at Tan Cang - Cat Lai and Hiep Phuoc ports.
According to the announcement, containers can only be unloaded at the yard up to 1 day before the estimated arrival time (ETA) of the ship. This regulation has many businesses worried because of the unpredictable nature of ship schedules and risks related to weather, port congestion or supply chain disruptions.
Mr. Dang Hong Anh said that export enterprises need a stable and flexible operating environment. Meanwhile, with fresh products, even a delay of a few hours can affect the quality of the entire shipment.
"We propose that the regulations on receiving refrigerated containers should be adjusted in a more flexible manner, so that businesses can be proactive in logistics coordination," said Mr. Hong Anh.
According to Mr. Hong Anh, allowing the unloading of refrigerated containers 2-3 days in advance, as before, will help reduce operational pressure and ensure the safety of goods in the ever-changing market and international transportation conditions.
A strong logistics strategy is needed to connect production areas with the market.
According to the Vietnam Young Entrepreneurs Association, agricultural logistics is not only limited to seaports, it is also stuck right at the beginning of the chain, where the growing areas have not been specifically planned, leading to difficulties for businesses in accessing land.
Many members of the Vietnam Young Entrepreneurs Association said that although there is a need to invest in raw material areas associated with processing, it cannot be implemented due to the lack of synchronous planning between sectors.
From this reality, the Vietnam Young Entrepreneurs Association recommends that there should be a clear planning of growing areas for each product group in the locality, integrated with planning of transport infrastructure, warehouses and logistics.
In addition, the Vietnam Young Entrepreneurs Association also proposed establishing an interdisciplinary focal point to support private enterprises in carrying out export logistics procedures, including granting planting area codes, quarantine, customs, and export licensing, etc.
The current lack of unity is causing many businesses to work simultaneously with 3-4 different ministries and departments, wasting time and reducing business efficiency.
Mr. Dang Hong Anh said that it is impossible to develop an effective value chain if the raw material areas are unclear and logistics are not linked. Enterprises want the Government and localities to specifically define each growing area, helping private enterprises boldly invest long-term and systematically.
In addition, members of the Vietnam Young Entrepreneurs Association also reflected that investors in industrial park and cluster infrastructure are currently bound by the requirement in the new Law on Real Estate Business to complete all infrastructure before being allowed to do business in industrial land.
According to businesses, this regulation is considered to be inflexible and not suitable for the practical implementation of large-scale investment projects, leading to waste of resources, increased costs and reduced competitiveness in attracting foreign investment.
Therefore, the Vietnam Young Entrepreneurs Association recommends that the Government consider amending and allowing more flexibility in implementing each part of the project in accordance with the progress of site clearance and actual investment needs, thereby creating conditions for private enterprises to participate more deeply in developing infrastructure to serve production and export.
"Logistics is an important link in the competitiveness of enterprises. When the operating system is flexible, infrastructure is improved and trust is strengthened, private enterprises will be able to accelerate and accompany the country on the journey of sustainable development," Mr. Hong Anh shared.
Desire to open international flights from Can Tho
The Vietnam Young Entrepreneurs Association believes that the need to reopen international flights from Can Tho International Airport, an important transit point for the Mekong Delta region, is extremely urgent. Currently, this airport only operates domestic flights at less than 10% of its designed capacity, while the surrounding area is the country's leading producer of agricultural and aquatic products for export.
"We believe that if there are international flights from Can Tho, especially to China, Korea, and Japan - which are major consumer markets - it will shorten transportation time and significantly reduce costs for businesses. This is not only a need, but also a new growth driver for the entire region," Mr. Hong Anh shared.
