On the afternoon of June 30, in Hanoi, the Vietnam Young Entrepreneurs Association held a press conference to announce the Vietnam Private Sector Forum (VPSF) 2025.
VPSF 2025 is a national policy, dialogue and action event hosted by the Vietnam Young Entrepreneurs Association from July to September this year, under the direction of the Central Committee of the Ho Chi Minh Communist Youth Union and the Central Committee of the Vietnam Youth Federation. The forum has the participation and coordination of the Vietnam Association of Small and Medium Enterprises.

Ms. Pham Thi Bich Hue, Vice President of Vietnam Young Entrepreneurs Association, Head of VPSF 2025 Organizing Committee, said that VPSF 2025 is a 3-round dialogue journey, from local to central level, from practice to policy, from business voices to Government commitments.
Round 1 (July-August 2025): Local-level dialogue in 10 regional clusters nationwide, focusing on 4 main topics including value chain autonomy; institutional creation; globalization of Vietnamese values; strategic capacity.
Round 2 (afternoon of September 15 in Hanoi): 4 thematic dialogue sessions took place, with the participation of relevant ministries, branches, businesses and economic experts.
Round 3 (morning of September 16 in Hanoi): High-level plenary dialogue session, expected to be attended, chaired and directed by Government leaders. At this session, the Forum will issue the VPSF 2025 Joint Statement, demonstrating the commitment to accompany the private economic sector and policy-making agencies in creating a transparent and modern development environment, in line with the requirements of the new era.
"We have determined that listening to the voice of businesses must go hand in hand with policy action. Each dialogue session will be a place where practice meets institutions, from which specific, feasible proposals emerge, linked to each industry, each locality, and each business group," Ms. Pham Thi Bich Hue emphasized.

The Head of the VPSF 2025 Organizing Committee also said that entrepreneurs are not only producers but also creators; not only those affected but also partners in policy making; not only contributing to GDP, but also contributing to the future of national institutions.
"More importantly, this year's forum will issue a Joint Statement and publish the Vietnam Private Economy White Book 2025, a set of fundamental documents that honestly reflect the current situation, barriers and proposed solutions, which will be sent to the Government, ministries and localities to serve as a basis for policy reform in the new development stage," said Ms. Pham Thi Bich Hue.
Immediately after the forum, the Vietnam Young Entrepreneurs Association will develop an independent toolkit to assess the level of readiness to support private enterprises, especially small and medium enterprises, in localities.
This toolkit not only creates an objective feedback channel from businesses about the provincial business environment, but also serves as a basis for promoting reform competition among localities, enhancing state governance capacity and improving the provincial competitiveness index (PCI).
The assessment results will also be periodically synthesized as a basis for developing policy recommendations and sending specialized reports to Party and State leaders, thereby promoting the promulgation and implementation of policies that are more suitable to business practices.
The Vietnam Young Entrepreneurs Association will also implement a training program to train 10,000 CEOs in the private economic sector, aiming to improve the management capacity, strategic thinking and adaptability of the private business community, in line with the development orientation.
