
More than 1,900 households were resettled.
The North-South high-speed railway project was approved by the National Assembly in Resolution No. 172/2024/QH15 for investment. The railway line has a total length of 1,541 km, of which the section passing through Nghe An province is 85.5 km long.
According to the latest review by the Department of Construction, the province has about 38 residential areas affected by this railway line, with a total of 2,150 households having residential land within the project area; of which, 1,942 households will be resettled.

To address the urgent need for new housing for people, Nghe An province plans to build 30 resettlement areas, with a total area of over 102 hectares, and a total investment of about 1,450 billion VND.
In the report sent to the Provincial People's Committee, Nghe An Department of Construction proposed 3 locations where resettlement areas can be built early, including:
- Hoang Mai Ward (former Quynh Vinh Commune): Area of 8 hectares, expected to accommodate 200 households, total cost of about 100 billion VND.
- Tan Chau Commune (Phong Tien hamlet, old Dien Loc commune): Area of 1.5 hectares, resettling 30 households, cost of about 18 billion VND.
- Hung Nguyen Nam Commune: Area 5 hectares, expected 145 households, with a cost of about 60 billion VND.
These 3 locations are assessed to have clean land funds, convenient infrastructure connectivity, few problems with site clearance and can be quickly deployed in the first phase of the project.
Urban development orientation according to TOD model
Nghe An is also aiming to take advantage of the opportunities from the North-South high-speed railway to restructure urban space. specifically, the Vinh station area - a stop of the North-South high-speed railway - is oriented to develop according to the TOD urban model. (TOD is an urban development model focusing on building residential, commercial, office areas... around major public transport hubs such as: metro stations, bus rapid transit (BRT) stations, urban railways...)

According to the plan, the TOD area around Vinh station has an area of about 44 hectares, which will be a traffic hub connecting the high-speed railway with important routes such as the North-South Expressway, National Highway 1, National Highway 46B, Vinh City bypass and the 72m Vinh - Cua Lo road. This will be a new type of urban area, integrating services - finance, logistics, high-tech industry, promising to become the driving force for the development of the central region of Nghe An in the future.
Based on the implementation, the Department of Construction is prejudiced that the Provincial People's Committee allows localities to proactively carry out site clearance and build resettlement areas first, then adjust land use planning and related planning.
At the same time, capital also needs to be allocated early to localities or recommended to the Central Government for support, to ensure implementation progress and soon stabilize the lives of affected people.
According to a survey by the Department of Construction, the North-South high-speed railway through Nghe An province will pass through many communes such as: Hoang Mai, Quynh Van, Quynh Son, Quynh Luu, Hung Chau, Duc Chau, Quang Chau, Minh Chau, Dien Chau, An Chau, Tan Chau, Dong Thanh, Than Linh, Nghi Loc, Yen Trung, Hung Nguyen, Hung Nguyen Nam, Lam Thanh.
Currently, the project route is still being reviewed and adjusted to minimize the impact on residents' lives. At the same time, the planning of the surrounding area and related planning are being updated to synchronize with the socio -economic development orientation of the whole province.

Building suitable, synchronous and modern resettlement areas is not only an immediate solution to stabilize people's lives, but also a necessary step to develop new urban areas in a sustainable direction, linked to the country's key traffic axes.
