Close to the people, serve the people

Innovation in working style, openness and friendliness, improving the quality of administrative procedure settlement, creating satisfaction for people and businesses... are the top priorities of Trung Hiep Commune's Center for Public Administration. Since its inception on July 1, the center's staff and civil servants have not only worked seriously but also guided and explained enthusiastically, creating a sense of comfort and trust for the people.

One weekend morning in early August, when coming to register for marriage at the Commune Cultural and Social Affairs Center, Ms. Dang Thi Kim Nhu in Hamlet 7 (Trung Hiep Commune) said that the civil servants guided her kindly and politely, and after about 20 minutes, she received the results as requested.

Ms. Tran Thi Ngoc Phuong in Ruot Ngua hamlet (Trung Hiep commune) also did not have to wait long when coming here to carry out administrative procedures related to household registration. "As soon as I arrived, it was my turn, I did not have to wait long. I am very satisfied because the process was very quick and I was welcomed attentively" - she said.

To create closeness between the government and the people, the staff of the Trung Hiep Commune Public Administration Center always enthusiastically supports people in resolving administrative procedures. Ms. Nguyen Thi Mong Thu - Specialist of the Commune Public Administration Center said: "In the early days of the 2-level local government coming into operation, the workload was much larger than before, we were always determined to "serve wholeheartedly, support wholeheartedly" and create the most favorable conditions, try to return results on time, avoid the situation of people going back and forth many times to reduce time, reduce costs, reduce travel"

According to Deputy Director of Trung Hiep Commune Public Administration Center - Tran Ngoc Thuy, with the goal of not letting people be upset, since putting the Public Administration Center into operation, in addition to the efforts of "resolving difficulties immediately", the close direction of the Party Committee, the People's Committee of the commune, and the support of relevant departments, the cadres and civil servants have always upheld their sense of responsibility, constantly learning to contribute to gradually improving the quality of activities of the Commune Public Administration Center.

In July, the Commune People's Committee received, processed and returned results to people such as: certified copies of more than 690 originals; 239 cases in the field of justice - civil status, 449 land records, 43 records in agriculture - environment - business registration,...

Despite efforts and innovations in the process of operation, the Commune Public Administration Center still faces many difficulties. Accordingly, there is a limitation in funding to fully equip the technical infrastructure for the Public Administration Center; the equipment serving administrative settlement is still quite old, the transmission line is often unstable. The software often has errors, many administrative procedures are still complicated... The shortage and lack of synchronization in equipment and software have partly caused great obstacles to the process of implementing administrative procedures.

Positive move

The Commune-level Public Administration Center plays an important role in implementing the two-level local government. This is the department closest to the people, directly receiving, guiding and resolving administrative procedures for the people. Identifying people as the decisive factor in effectively implementing this task, Deputy Director of the Commune Public Administration Center - Tran Ngoc Thuy said: The Commune Public Administration Center especially focuses on building the image of civil servants receiving and returning results of administrative procedures professionally and responsibly.

TTPVHCC has advised agencies and units to select civil servants with solid expertise and qualifications to work at the center; at the same time, it has propagated and thoroughly informed civil servants and public employees about service attitude and communication skills when working with people and businesses.

Along with that, in order to enhance operational efficiency and ensure smooth operation of the Public Service Portal, the Party Committee, the People's Committee of the commune and the Public Service Portal of the commune, mass organizations, and community digital technology teams will "go to every alley, knock on every door" to strengthen propaganda, mobilization, and distribute leaflets so that people can better understand basic information about public services, online administrative procedure settlement procedures, etc.

Agree and express confidence in the implementation of the 2-level local government as well as the spirit of serving the people of the officials and civil servants of the commune's TTPVHCC. Mr. Nguyen Huy Hoang - a retired official in Muop Sat hamlet (Trung Hiep commune) expressed: "I believe that when implementing the 2-level local government as well as merging into a new commune, the Trung Hiep commune government will be closer to the people, thereby grasping, understanding and serving the needs of the people better and better, thereby creating high consensus among the people to participate in building a strong and developed commune".

Mr. Le Van Khai - Chairman of Trung Hiep Commune People's Committee said: Although there were some initial difficulties, the sense of responsibility and attitude of serving the people of the commune's cadres and civil servants were always improved. TTPVHCC has resolved administrative procedures quickly and neatly, meeting the people's requirements, creating favorable conditions for the government to be closer to the people, serving the people better.

In the future, the commune will continue to improve the professionalism of its staff and civil servants through training courses; renovate the machinery system and transmission lines to meet the working conditions of staff and civil servants. "At the same time, it is necessary to thoroughly instill in staff and civil servants the enthusiasm to serve the people, uphold the spirit of responsibility to be close to the people, and respect the people" - Mr. Le Van Khai emphasized.

It can be seen that, with the initial positive signals from proactively being close to the people to constantly improving service quality, creating satisfaction for people and businesses, Trung Hiep Commune's Public Administration Center has basically met the service requirements of the two-level local government, gradually moving towards building a professional, modern, and service-oriented administration.

This is also a driving force contributing to the Trung Hiep Commune Party Committee to carry out the breakthrough set out in the 2025-2030 term "Building a clean and strong political system; Building a team of professional cadres and civil servants to meet the requirements of 2-level local government".
