Towards the 1st Khanh Hoa Provincial Party Congress, term 2025 - 2030: Step by step synchronization of environmental treatment infrastructure

The urbanization process is taking place rapidly, the synchronization of urban infrastructure, including environmental treatment infrastructure, is always of special concern to Khanh Hoa province. In the 2020 - 2025 term, with the effective operation of wastewater and waste treatment facilities, new projects that continue to be invested in have created the premise for the synchronous development of waste and wastewater treatment infrastructure throughout the province in the new development stage.

Investing in wastewater treatment plants and landfills

In recent years, the province has invested in and put into operation wastewater treatment plants to limit the situation of wastewater being discharged directly into the environment, including the Southern Nha Trang Wastewater Treatment Plant, part of the Coastal Cities Sustainable Environment Project - Nha Trang City Sub-project (South Nha Trang Ward) which has been in operation since 2014. The plant uses modern technology, within 8 hours converting domestic wastewater into water that meets the standards for discharge into the environment.

Taking us on a tour and introducing the factory, Mr. Ho Vu Chuong - Manager of the Southern Nha Trang Wastewater Treatment Plant said that in recent years, the plant has received and treated wastewater generated in 14 wards of the former Nha Trang City (now Nha Trang Ward and part of Nam Nha Trang Ward). Wastewater collected at the plant will go through steps such as: Separating trash and grease, going through a biological treatment area, settling tank, disinfection, and then going through 3 tests to measure water quality to meet standards for discharge into the environment. The treated wastewater meets type A standards and is discharged directly into Quan Truong River according to the discharge license dated April 14, 2017 issued by the Ministry of Natural Resources and Environment (currently the Ministry of Agriculture and Environment ).   The plant has a treatment capacity of 40,000m3 /day and night. Currently, the total exploitation and operating capacity is an average of 29,626m3 /day and night. In 2023 and 2024, the plant has treated more than 10 million m3 of domestic wastewater per year.

To continue to synchronize the wastewater treatment system for the northern Nha Trang area, in 2021, the Nha Trang Northern Wastewater Treatment Plant project, under the Coastal Cities Sustainable Environment Project - Nha Trang City Sub-project, was invested in. The project was completed in June 2025 and officially put into trial operation from July 9. The plant has a treatment capacity of more than 14,000m3 /day and night, using the same technology as the Southern Wastewater Treatment Plant to treat wastewater into water that meets standards before being discharged into the environment. Thereby, contributing to synchronizing the drainage system for the entire Nha Trang urban area, which is developing rapidly.

In Ninh Thuan province (old), in the 2020 - 2025 term, urban infrastructure has been focused on investment and development. Notably, the Sustainable Environment Project, improving the quality of urban criteria of Phan Rang - Thap Cham City (old) has invested in building, renovating and upgrading canals, urban traffic, wastewater collection and treatment systems, household and public sanitation, domestic wastewater connections... in 16 communes and wards (old); increasing the capacity of the Phan Rang - Thap Cham City Wastewater Treatment Plant (old) from 5,000m3 /day and night to 7,500m3 /day and night. Thereby, contributing to ensuring the goal of improving the urban environment to become increasingly green, clean and beautiful.

Regarding the treatment of domestic solid waste, according to statistics from the Department of Agriculture and Environment, the average volume of domestic solid waste collected in the province is about 398,472 tons/year; equivalent to more than 1,135 tons/day. Currently, in the province, there are a number of landfills such as Luong Hoa, Hon Ro, Ninh Hoa, Cam Thinh Dong... applying sanitary landfill technology. By June 2025, the rate of urban solid waste collection in the whole province will reach 99.5%. However, in rural areas, they are basically not hygienic; some landfills are spontaneous or overloaded.

Synchronizing infrastructure towards green, modern urban areas

In the new development phase, to continue to synchronize the infrastructure for wastewater and waste treatment, the province is accelerating the implementation of the Khanh Hoa Waste-to-Energy Plant Project located in Cam Lam area. The plant will use modern waste-to-energy incineration technology, with a scale of 1,000 tons of waste per day and night to solve the environmental pollution caused by waste. The province will continue to attract investors for synchronous domestic solid waste treatment plants throughout the province; at the same time, increase the capacity of wastewater treatment plants, expand the wastewater collection network to increase the operating capacity of wastewater treatment plants in the province, ensuring effective wastewater treatment without affecting the environment.

In the first 6 months of 2025, the province's medical waste treatment rate (wastewater, solid waste) meeting national environmental technical standards will reach 95%. The rate of industrial parks and industrial clusters in operation with centralized wastewater treatment systems meeting national environmental technical standards will reach about 90% in 2025.

According to Mr. Tran Hoa Nam - Vice Chairman of the Provincial People's Committee, the Provincial People's Committee has approved the Green Transformation Project of Khanh Hoa province for the period 2024 - 2030. The project agreed to apply 62 indicators to evaluate and monitor green growth and green transformation of the province, including 14 indicators on green infrastructure. The province's target when implementing 14 indicators on green infrastructure is: Gradually improving the quality of infrastructure (including waste and wastewater treatment infrastructure); converting to a green, sustainable infrastructure model based on natural conditions, in planning, investment projects to build and renovate existing areas in urban areas. At the same time, expanding, connecting, and developing green infrastructure on an inter-provincial and regional scale, ensuring to limit natural disaster risks, adapt and respond to climate change. At the same time, the province continues to build a smart infrastructure management model based on the application of modern technology; The urban system develops towards modernity, intelligence, sustainability, and rich identity with some urban areas reaching international standards. The general goal is that by 2030, Khanh Hoa province will become a centrally-governed city; develop green and sustainably through reducing greenhouse gas emissions, greening economic sectors, enhancing resilience, greening lifestyles and promoting sustainable consumption, greening the transition process on the principles of equality, inclusion, and resilience; be in the top 10 nationwide in green transformation and green growth according to the Provincial Green Index rankings.
