On the morning of July 10, the Academy of Public Administration and Management held a closing ceremony and awarded university degrees for the class of 2025.
At the ceremony, Associate Professor Dr. Nguyen Ba Chien, Director of the Academy, sent congratulations to 1,364 new graduates of 13 majors and 9 training specialties receiving their graduation certificates this year.

Mr. Chien said that the 2021-2025 student class is a very special milestone, because not only is there the Covid-19 pandemic, but their 4-year university journey has also witnessed important transformations and changes within the Academy itself.
“This is probably the only class of students who have gone through three organizational models in one course: Receiving admission from Hanoi University of Home Affairs, experiencing learning with the National Academy of Public Administration, and graduating with a diploma from the Academy of Public Administration and Management. Surely, every time they hear the name of their beloved school change, they feel both proud and confused. Each change is a time of adaptation, a new experience. And then, with faith in the path they have chosen, they still keep their steps and steadfastly move towards their destination,” Mr. Chien shared.
Mr. Chien said so because when they passed the university entrance exam in 2021, they were students of Hanoi University of Home Affairs. But from September 2022, Hanoi University of Home Affairs merged into the National Academy of Public Administration according to the organizational structure approved by the Ministry of Home Affairs .
In December 2024, according to Decision No. 214-QD/TW of the Politburo , the National Academy of Public Administration merged into the Ho Chi Minh National Academy of Politics and became the Academy of Public Administration and Management.

Sharing that “paths are not found by themselves, but are created by those who walk them”, Mr. Chien hopes that the new graduates will be those who dare to think differently, do differently and create new values with intelligence, courage and passionate hearts.
“We are living in the era of artificial intelligence (AI), big data, digital government, digital society, digital economy - where the speed of change is unprecedented. New jobs can be replaced by newer jobs before they can create value; yesterday's knowledge, skills and mindset will quickly become obsolete compared to today and will no longer be suitable for tomorrow. In that context, only those with the ability to innovate, the ability to learn for life and know how to create value can stand firm and adapt to the context.
Therefore, what I want to tell you is not to keep what you have learned, but to learn how to learn, learn how to renew your thinking, renew your approach, renew your self-worth. We cannot compete with memorized knowledge but with problem-solving ability, creative thinking, cooperation ability, understanding, cross-cultural communication and professional ethics. Therefore, let's live with the spirit of 'lifelong learning' to create a competitive advantage for ourselves, for the organization where we work and contribute," said Mr. Chien.
He also hopes that the new graduates will always keep the flame of passion and aspiration to commit, dare to dream, dare to act. On the new journey, always keep 3 things for yourself: confidence, proactive attitude and aspiration to live a useful life.

Representing the new graduates, the academy's valedictorian Nguyen Phuong Anh (a student majoring in Cultural Management, Faculty of Social Development Management) said that perhaps starting her university journey in the midst of the Covid-19 pandemic, getting used to social distancing, studying online, silently fighting with herself about stagnation, loneliness, confusion, etc. has created a generation of students who are more courageous, strong and resilient.
“Today, we officially leave university in a difficult context. The journey of finding a job, positioning ourselves and affirming our values in a fiercely competitive market are real challenges. But it is in these hardships that we will grow more mature.
“Do not be afraid of difficulties, and do not be discouraged when you do not see the destination. Always believe in your own abilities, qualities and values,” the valedictorian sent a message to the new graduates.
