100% digitalization of public services

To meet the requirements of the new government model, the city's departments, branches and sectors have been urgently advising the City People's Committee to amend internal procedures and electronic procedures according to legal documents on decentralization and delegation of power immediately after they are issued by competent authorities in conjunction with the termination of the operation of district-level local governments and the implementation of the 2-level local government organization model. Reviewing and restructuring to reuse information and data that have been digitized and stored in national databases and specialized databases to reduce and simplify administrative procedures and improve the quality of online public services according to the instructions on reusing information and data in databases is a top priority.

To ensure the system operates synchronously from the first day of transition to a two-level local government model, departments and branches in Hue City are urgently completing preparations. The Department of Science and Technology focuses on comprehensively upgrading the information system for handling administrative procedures, integrating public services with the National Public Service Portal, completely replacing the provincial and municipal portals. The new system is designed with a high security configuration, supporting connectivity, digital signature, automatic file flow and electronic form application. According to Mr. Nguyen Kim Tung, Deputy Director of the Department of Science and Technology: The review of procedures, software upgrades and system configurations are being urgently implemented, from the list of procedures, user accounts to national standard interconnected data.

The Department of Home Affairs has completed updating the new organizational structure and standardizing operating procedures. Officials and civil servants have been retrained according to their job positions to ensure readiness to approach the new model. Meanwhile, the Department of Justice has focused on handling procedures with overlapping jurisdictions, advising on the issuance of unified guidelines to avoid problems arising during implementation.

The city post office has increased its capacity to deliver results through public services, and has deployed staff in densely populated wards to support people and reduce congestion during the transition period. All data from the old system has been fully backed up and is ready to operate smoothly on the new platform.

The work of reviewing and restructuring administrative procedures, amending internal procedures and electronic procedures as a basis for upgrading and developing the City's Administrative Procedures Information System to meet the requirements of administrative unit arrangement and implementing the 2-level local government organization model is also being urgently implemented. The city sets the goal of "100% of administrative procedures are performed regardless of administrative boundaries within the city" according to the Government's direction. This means that people can perform administrative procedures anywhere in the city without being limited by administrative boundaries.

Proactive and flexible

Regarding the implementation of administrative procedures when the two-level government officially operates, Mr. Nguyen Dinh Bach, Acting Chairman of the People's Committee of Thuan Hoa District, said: The district has completed the review of functions, tasks, and organizational structure of departments and coordinated with wards in decentralizing procedures. According to Mr. Bach, "we hope that the instructions from higher levels need to be specific and consistent so that lower-level units can apply them consistently and not be confused when implementing them."

Ms. Hoang Thi Bich Ngoc, Director of Thuan Hoa District Public Administration Center, informed: The Center has retrained staff and standardized the process of handling administrative procedures according to the 2-level local government, avoiding the situation where people have their files transferred in a circular manner.

At a recent working session and on-site inspection at communes and wards to assess the handling of administrative procedures by local authorities before operating the new two-level local government model, Mr. Nguyen Thanh Binh, member of the City Party Committee, Permanent Vice Chairman of the Hue City People's Committee, emphasized that operating the two-level local government model is a major step, requiring the entire system to participate synchronously. "We cannot wait for enough instructions to start, the important thing is to be proactive and flexible but still follow the law and procedures. Absolutely do not let people and businesses be affected in the process of implementing administrative procedures right from the first days of operating the two-level local government", Mr. Binh said.

The Standing Vice Chairman of the City People's Committee requested units to review all processes and procedures, clearly define responsibilities between government levels, avoid overlap and push-pull. In particular, it is necessary to develop a process to handle arising situations, because it is impossible to just copy the old model but must adapt to the new mechanism. "Units continue to review and improve the apparatus, train a team of cadres and civil servants with enough capacity to adapt to the requirements of the 2-level local government model. At the same time, strengthen communication work so that people understand and agree with the innovation process," Mr. Binh emphasized.
