Attending the funeral were all officials and staff of the Embassy and agencies affiliated to the Embassy, the Union of Vietnamese Organizations in Russia, the Youth Union, the Student Association, and a large number of Vietnamese people living and studying in the country.
Speaking at the ceremony, Vietnamese Ambassador to Russia Dang Minh Khoi reviewed the life, career and contributions of comrade Tran Duc Luong.
The Ambassador affirmed that Comrade Tran Duc Luong had assumed the responsibility of Head of State for two consecutive terms (1997-2002 and 2002-2006). This was a turning point for Vietnam to emerge from the crisis, consolidate the socialist-oriented market economy , promote the implementation of the foreign policy of diversifying and multilateralizing foreign relations, and integrating into the international economy.

"Comrade Tran Duc Luong, together with other Party and State leaders, led and effectively implemented important Party resolutions during the Doi Moi period, bringing the country into the 21st century with new position and strength, promoting industrialization, modernization and deep international integration," Ambassador Dang Minh Khoi emphasized.
Ambassador Dang Minh Khoi affirmed that former President Tran Duc Luong made great contributions to strengthening the traditional friendship, bringing Vietnam-Russia cooperation into a completely new stage of development in terms of quality, after the two countries signed the Treaty on the basic principles of the friendly relations between Vietnam and Russia in 1994.

Comrade Tran Duc Luong's tenure as President was associated with important milestones in Vietnam-Russia relations.
He made two official visits to Russia, in August 1998 - the first official visit to Russia by our President, and then in May 2004.
In March 2001, President Vladimir Putin made his first official visit to Vietnam, the two countries established a strategic partnership, opening a new page in the history of Vietnam-Russia relations.

Paying his respects and signing the condolence book, Deputy Chairman of the Committee on International Affairs, Federation Council (Senate), Senator Bair Zhamsuev led the delegation of the Federation Council (Senate) of Russia to send his deep condolences to the Vietnamese people on the passing of former President Tran Duc Luong.
Mr. Bair Zhamsuev emphasized that former President Tran Duc Luong devoted his entire life to the Fatherland, contributing to the establishment of the Comprehensive Strategic Partnership between Russia and Vietnam.
The Federal Council will never forget the contributions of comrade Tran Duc Luong.
Also on May 24, the Embassy welcomed many delegations of Russian agencies, political parties, socio-political organizations, close Russian friends, representative agencies of countries in Russia, and a large number of overseas Vietnamese and Vietnamese students living, studying and working in Moscow who came to visit, sign the condolence book and express condolences over the passing of former President Tran Duc Luong.
