Huong Son district has 56 km of border with Laos, Cau Treo international border gate, Da Gan - Nam Xac secondary border gate (Son Hong commune) and many trails and openings, while the population is scattered, so the drug crime situation in the area always has many potential complex developments, especially the illegal buying, selling and transporting of drugs with increasingly sophisticated methods and tricks.

In the first 6 months of 2023, Huong Son District Police discovered and arrested 7 cases, 11 subjects of drug crimes; 46 cases, 56 subjects of illegal drug use. Thereby, they seized 2 heroin cakes, 1,136 synthetic drug pills and many related exhibits.
The district police also coordinated with other professional units to arrest 2 cases, 2 drug criminals, seized 32,800 synthetic drug pills, 4 kg of crystal meth and many related exhibits.
On May 9, Huong Son District Police arrested Kham Xay Nha Ban (born in 1994, residing in Group 2, Xop Tong Village, Xay Cham Phon District, Bolikhamxay Province, Lao PDR) for illegally transporting 2 heroin cakes.
Identifying this as a complex area for drug activities, along with the uncompromising fight against this dangerous crime, in recent times, Huong Son District Police have actively coordinated with the Drug Crime Investigation Police Department of the Provincial Police and other units and organizations to strengthen drug prevention and control propaganda to each household in the communes, especially in border communes, contributing to raising people's awareness of vigilance and prevention.
Along with raising awareness in key areas, the police force coordinates with local authorities and mass organizations to focus on ideological education for students and teenagers - the group that is vulnerable to falling into illegal drug-related activities.

“Through the propaganda session, I have a better understanding of the harmful effects of drugs on human health and society. With this knowledge, I can prevent myself, be more proactive in detecting and avoiding this type of social evil. I will also advise my relatives and friends to stay away from drugs,” said Ms. Le Thi Hong Khuyen, a member of the Son Tay commune Youth Union.
In addition to Huong Son district, two other mountainous localities in Ha Tinh, Huong Khe and Vu Quang, are also areas with many potential risks related to drugs. The situation of drug crimes and drug addicts in recent years in Ha Tinh in general and the three mountainous districts in particular, has many complicated developments and tends to increase.
The main source of drugs is smuggled across the border into the area, then colluded with subjects in the province to illegally buy, sell, transport, and use drugs in large quantities.
The Investigation Police Agency of Huong Khe District Police arrested Nguyen Van Doan (born in 1991, residing in village 2, Huong Giang commune, Huong Khe district) for illegally storing drugs and Nguyen Minh Duc (born in 1979, residing in residential group 4, Vu Quang town, Vu Quang district) for illegally buying and selling drugs.
In the first 6 months of 2023, the Ha Tinh Police Department's drug crime investigation force discovered and arrested 253 cases, 358 criminals and violators of drug laws. Of which, there were 70 cases, 111 criminals of buying, selling, transporting, storing, and organizing illegal use of drugs; 183 cases, 247 subjects of administrative violations related to drugs.
Therefore, with the motto "prevention is the main thing", Ha Tinh Police always focus on propaganda, education, and raising awareness of drug prevention and control.
To make propaganda most effective, the police force at all levels in Ha Tinh always innovates the content and form in a vivid and visual direction, with easy-to-understand and familiar content. The propaganda sessions have attracted the participation of a large number of students, youth union members and local people.
Ha Tinh Police force mobilized and called on all classes of people, especially cadres, party members, students to raise vigilance and voluntarily stay away from drugs.
For border communes and areas with complex drug problems, before organizing propaganda and mobilization, it is necessary to directly meet, exchange, and listen to people's thoughts, aspirations, and feedback to have appropriate propaganda measures.
According to statistics, in the first 6 months of 2023, the entire force organized 47 concentrated drug prevention propaganda sessions and signed commitments for more than 8,500 students and more than 12,000 people in the area.
On May 17, 2023, Huong Son District Police coordinated with relevant units to catch red-handed in Vip room 999 of Karaoke bar (in TDP 4, Tay Son town) many subjects were organizing illegal use of drugs.
Lieutenant Colonel Phan Manh Hung - Deputy Head of the Drug Crime Investigation Police Department of the Provincial Police, assessed: Through propaganda activities in the area, people are now aware of the problem and dangers of drug crimes and actively support the functional forces when performing their duties. Promoting propaganda and education for people, especially people in border areas and areas with high risk of crime is an extremely necessary activity, contributing significantly to the effectiveness of prevention and combating all types of crimes in general, and drug crimes in particular.
