Chairing the meeting
Speaking at the opening of the session, Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council Kim Ngoc Thai emphasized: After nearly 5 years of operation, the Provincial People's Council, Standing Committee, Committees, Groups and delegates of the Provincial People's Council have made many efforts and strived to perform well the functions, tasks and powers according to the law; there have been many positive changes, constantly innovating in working methods, complying with principles, promoting proactiveness and creativity in carrying out activities at sessions, deciding on important issues in the locality, monitoring activities, meeting voters, etc.
Since the beginning of the term, the Provincial People's Council has held 25 meetings and issued 399 resolutions. The resolutions passed have generally been highly unified, close to local realities and feasible, making an important contribution to the overall economic and social development of the province.
Reporting on the implementation of the Provincial People's Council resolution on the 5-year socio-economic development tasks (2021 - 2025) and the 5-year plan (2026 - 2030), Vice Chairman of the Provincial People's Committee Chau Van Hoa said: After 5 years of implementing the Provincial People's Council resolution on the socio-economic development tasks, all levels, sectors and the people have united and strived to achieve and exceed 19/23 targets set out in the Resolution.

Accordingly, the average GRDP growth is 5.55%/year. Sector I increased by 3.71%; Sector II increased by 5.86%; Sector III increased by 8.09%. The scale of the economy has been gradually improved, narrowing the gap with provinces and cities in the region. GRDP at current prices is estimated to reach 104,499 billion VND by 2025, 1.7 times higher than in 2020; the average value per capita reached 102 million VND/person. The economic structure has shifted in a positive direction, the agriculture, forestry and fishery sector in 2020 accounted for 31.62% of GRDP, decreasing to 25.95% in 2025; the industry, construction and service sector increased from 68.38% to 74.05%.
In addition, total budget revenue for the whole period reached over VND85,534 billion, reaching 127.42% of the plan, of which domestic revenue was VND29,727 billion, increasing by an average of 5.91%/year. Total local budget expenditure for 5 years reached VND81,877 billion, increasing by an average of 2.76%/year.
Up to now, the whole province has 99.8% of hamlets meeting NTM standards; 100% of communes meeting NTM standards; 60% of communes meeting advanced NTM standards; 29.4% of communes meeting model NTM standards; 100% of district-level administrative units meeting standards and completing the task of building NTM, including Cau Ke and Tieu Can districts meeting advanced NTM standards. Tra Vinh province completes the task of building NTM in 2024.
Comrade Duong Thi Ngoc Tho, Member of the Provincial Party Standing Committee, Vice Chairman of the Provincial People's Council presented reports at the meeting.
At the meeting, the delegates of the Provincial People's Council discussed and reviewed the work reports for the first 6 months of 2025 of the People's Council, the Standing Committee, the Provincial People's Council Committees, the People's Committee, the People's Procuracy, the Provincial People's Court; Civil judgment enforcement and inspection reports of the Provincial People's Council Committees. At the same time, they listened to the Provincial People's Committee report on the implementation results of Resolution No. 77/NQ-HDND dated December 9, 2024 of the Provincial People's Council on the results of the Provincial People's Council's thematic supervision of investment in basic construction and procurement of equipment in the field ofeducation and training in the province, period 2021 - 2023; Report on the implementation results of Resolution No. 83/NQ-HDND dated December 10, 2023 of the Provincial People's Council on questioning activities at the 19th session - the 10th Provincial People's Council.
Comrade Trinh Minh Tu, Chief Justice of the Provincial People's Court, reported on the work of the Provincial People's Court in the first 6 months of 2025.
Comrade Le Van Han, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee spoke at the meeting.
Also at the meeting, the Provincial People's Council delegates voted and passed two resolutions on resolving voters' petitions before and after the 19th session - the 10th Provincial People's Council and pending petitions from previous sessions and the Resolution on the 25th session (regular session in mid-2025) - the 10th Provincial People's Council.
Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council Kim Ngoc Thai delivered a concluding speech at the meeting.
Concluding the meeting, Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council Kim Ngoc Thai requested the People's Committee and departments, branches of the province and localities to enhance the spirit of coordination, focus on the overall socio-economic development of the new province after the merger. In particular, it is necessary to raise determination, focus on implementing the assigned tasks such as: promoting economic restructuring, focusing on restructuring the agricultural sector, effectively implementing investment promotion, removing difficulties for enterprises, increasing production value and export turnover. Mobilizing resources to invest in essential and urgent projects in the economic, cultural and social fields. Continuing to effectively implement policies for people with meritorious services, vocational training, job creation, social security, ethnicity and religion; maintaining national defense, security and social order and safety.
The media continue to coordinate with localities and organizations to proactively propagate and disseminate the People's Council resolutions and meeting results to all voters in the province.
The Standing Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Council believes that after this session, the Provincial People's Council delegates will further promote the role and responsibility of people's representatives, continue to contribute to the (new) Vinh Long province; strengthen supervision activities and regular activities according to the law, contributing with the entire Party, the entire people and the entire army to successfully implement the goals and tasks for 2025 as set out in the Resolution of the Provincial Party Committee and the Provincial People's Council.
As for the comrades who were retired by the Standing Committee of the Provincial Party Committee and the Provincial People's Committee according to the policy regime or due to working conditions and family circumstances, they did not continue to work in Vinh Long province (new), on behalf of the Provincial People's Council, Chairman of the Provincial People's Council Kim Ngoc Thai acknowledged and commended the merits and contributions of the comrades to the socio-economic development of the province in the past time. At the same time, he hoped that the comrades, regardless of their conditions, circumstances, positions, and fields of work, would continue to promote the good traditions, determined to excellently fulfill the tasks of cadres, party members, and representatives of the people, contributing to building an increasingly beautiful homeland.
Comrade Kim Ngoc Thai thanked the attention and leadership of the Party Central Committee, the National Assembly, the Government, the Central Ministries and branches, the leaders, former leaders of the Provincial Party Committee, the People's Council, the People's Committee and the comrades in the Provincial Party Executive Committee; thanked the Provincial People's Committee, the Vietnam Fatherland Front Committee of the province and the functional branches for their coordination in preparing well for the 25 sessions of the Provincial People's Council for the 2021-2026 term; thanked the voters and the business community for always working hard in production and business, contributing to the common achievements of the province and the activities of the Provincial People's Council.
