Proactive from the grassroots

During the trial operation phase from June 2025, 100% of the newly established commune and ward People's Councils held standing committee meetings to give comments on the draft Working Regulations, assign specific tasks to the chairman and vice chairman; and develop a work program for July 2025. Along with that, the units also reviewed the entire system of branches, association groups, and members according to the new area, assigned specific officers in charge, and deployed the application of the operational document management system to ensure consistency and scientific operation.

After the administrative boundary arrangement, the whole city has 39 commune and ward-level Farmers' Associations, a decrease of 84 units compared to before the arrangement, with a total of 79,043 farmer members. To ensure the stability of the organization and movement, Farmers' Associations at all levels have carefully reviewed the organization before, during and after the merger.

By the end of July, 100% of commune and ward-level Farmers' Associations had held executive committee meetings to announce the decision to establish and complete personnel with 38 chairmen, 100 vice chairmen, 1,438 executive committee members and 348 standing committee members. All associations have developed and issued working regulations, term work programs, and clearly assigned tasks according to each field and area of responsibility.

In conjunction with the completion of the organizational structure, in July 2025, the City Farmers' Association simultaneously deployed 5 models to support branches and professional farmer associations in localities, with a total budget of more than 200 million VND. All beneficiary households participated in matching 50% of the budget. The models were deployed to the right subjects, suitable to production conditions and practical needs in localities, contributing to diversifying livelihoods and increasing income for farmer members.

Capital support activities are also being implemented with continued attention by the association at all levels. The growth of the Farmers' Support Fund in the first 6 months of the year reached more than 1.8 billion VND, raising the total fund source of the whole city to 47.72 billion VND for 194 projects, with 1,003 households borrowing capital; credit at the Social Policy Bank with outstanding loans reaching 1,450,435 million VND for 27,025 households borrowing through 676 savings and loan groups; the Bank for Agriculture and Rural Development with outstanding loans of 380,440 million VND, supporting 3,371 households borrowing through 196 loan groups; Loc Phat Vietnam Joint Stock Commercial Bank with outstanding loans of 36,236 million VND, lending to 1,441 households borrowing through 127 loan groups. The above results have practically contributed to creating conditions for farmers to develop production, stabilize members' lives and escape poverty sustainably.

Mr. Phan Xuan Nam, Vice Chairman of the City Farmers' Association, said: The newly established Farmers' Associations of communes and wards have quickly started operating effectively, paying attention to building new production models in the area to help members transform the structure of crops and livestock with higher productivity and economic efficiency. Creating conditions for farmers to access preferential loans to develop service businesses, creating regular jobs for farmer members. Thanks to that, they have promoted their core role, being a spiritual support for members, and a bridge in developing the agricultural and rural sectors in the area.

The right move

According to Mr. Phan Xuan Nam, operating the association according to the 2-level local government model is a necessary and appropriate move. This is not just a simple administrative arrangement, but also an opportunity for the Association to innovate its thinking, streamline the organization, improve the quality of its activities, and be closer to its members and grassroots.

In the coming time, the City Farmers' Association will continue to promote propaganda and training to improve the capacity of association officials; develop a streamlined, effective and efficient organizational model, contributing to the successful implementation of socio-economic development goals, building advanced and exemplary new rural areas and maintaining security and order at the grassroots level.

The associations at all levels will coordinate with authorities at all levels to study and perfect mechanisms, policies, and resources to support farmers in developing cooperative groups and agricultural cooperatives; innovate the form of production and business organization according to the value chain and promote cooperation, close linkage between localities in each region and between regions, and connect value chains. The local Farmers' Associations at all levels will continue to proactively advise the Party Committee and the government to issue appropriate policies and guidelines to support farmers, provide vocational training for production and business households to meet the requirements of the market economy and integration. At the same time, create favorable conditions for associations at all levels and members to participate in implementing programs, projects, and plans for socio-economic development. Thereby, developing the farmers' movement in both scale and quality, in accordance with the practical situation and association activities in the new period.

Completing the model of organizing the Farmers' Association at the commune level according to the 2-level local government model is not only a step in line with practical requirements, but also affirms the core role of the Farmers' Association in the grassroots political system, a solid bridge between the Party, the government and the peasant class in the period of integration and development.
