Without innovation in site clearance, many Dong Nai projects will remain 'on paper'

According to the Department of Finance, as of June 11, the total public investment capital disbursed in the province was nearly 2.9 trillion VND, reaching more than 17% of the total capital plan of nearly 16.6 trillion VND in 2025. Of which, from June 4 to 11 alone, the province disbursed more than 145 billion VND. During the week, many units had large disbursement volumes such as: Provincial Traffic Construction Investment Project Management Board (nearly 59 billion VND) and Xuan Loc District People's Committee (nearly 39 billion VND).

However, based on the general disbursement rate of the whole province, the disbursed public investment capital rate is still low. Currently, the disbursed public investment capital rate of the province is still lower than the national average.

According to the report of the Department of Finance, the main reason for the low disbursement rate of public investment capital in the province is still due to difficulties in site clearance.

Speaking at the meeting, Vice Chairman of the Provincial People's Committee Ho Van Ha assessed that although the province had launched a 45-day emulation campaign to disburse public investment capital with the goal of making Dong Nai one of the 10 localities with the highest capital disbursement rate in the country by June 30, the results achieved so far were still very modest, far from the set target.

Emphasizing that the bottleneck in site clearance has been resolved by some localities such as Bien Hoa city and Nhon Trach district, Vice Chairman of the Provincial People's Committee Ho Van Ha requested that localities also focus and make more efforts on this work.

According to Vice Chairman of the Provincial People's Committee Ho Van Ha, in addition to implementing the emulation target of disbursing public investment capital within 45 days, Dong Nai has also identified 2025 as the year of transport infrastructure. Therefore, if the method of implementing site clearance is not innovated, there is a risk that many projects will remain "on paper". On June 17, localities must send the content of projects registered for disbursement by June 30, difficulties, obstacles and specific time to resolve difficulties and obstacles for the Department of Finance to synthesize.

On that basis, the Department of Finance will compile a list of the number of compensation and support plans that will be approved as well as projects expected to disburse capital by June 30.
