Many important results
Pursuant to Plan No. 02-KH/BCĐTW dated June 19, 2025 of the Central Steering Committee on Science, Technology, Innovation and Digital Transformation Development (hereinafter referred to as the Central Steering Committee), the Ministry of Education and Training assigned the Steering Committee on Science, Technology, Innovation and Digital Transformation Development and Project 06 of the Ministry of Education and Training to issue a specific implementation plan.
According to Deputy Director of the Department of Science , Technology and Information To Hong Nam, the purpose is to ensure timely, unified, scientific and effective implementation of assigned tasks; determine the specific work contents and responsibilities of relevant units in implementing assigned tasks in Plan No. 02 of the Central Steering Committee.

Identify key and central tasks to be implemented and ensure feasibility and effectiveness according to the assigned schedule; Assign implementation responsibilities according to the functions and tasks of the units; ensure close, effective and timely coordination between units in implementing assigned tasks.
According to information from the Ministry's Office, from 2018 to present, the Ministry of Education and Training has digitized about 50,000educational institutions from preschool - general education - continuing education including schools; more than 27 million electronic student records; 1.4 million electronic teacher records; over 115 thousand electronic records of managers and employees.
By 2024, the Ministry has connected the residence data of about 760,000 students to the Education Sector Database. All schools deploy this data online to consider recognizing high school graduation, serving primary school admissions, completely replacing the use of permanent residence certificates.
Focus on reviewing tasks

Speaking here, Deputy Minister Nguyen Van Phuc said that on July 1, 2025, the Minister of Education and Training issued Plan No. 908 on the implementation of Plan No. 02 of the Central Steering Committee. In which, the Minister assigned the task of training and fostering digital transformation in a practical direction, focusing on skills to operate specific systems and handle new business processes, and classify subjects.
In particular, in the context of restructuring the political system from July 1, business processes and technical systems must be transformed to meet new requirements without interrupting work. One of the most important tasks is to promote the transfer of administrative procedures to the network environment and deploy online public services.
In recent times, the Department of Science, Technology and Information together with the Office of the Ministry of Education and Training have made great efforts and urgently coordinated with units to simplify business processes, build electronic processes and establish processing procedures on the Administrative Procedure Resolution System of the Ministry of Education and Training.

As of June 30, the Ministry of Education and Training has uploaded all 95 administrative procedures to the Ministry's System and connected to the National Public Service Portal. However, there are still some units that do not fully understand administrative procedures and have not resolutely implemented the functions on the Ministry's System from the stages of receiving, transferring, processing, and returning results.
Deputy Minister Nguyen Van Phuc requested that units with administrative procedures participate seriously, fully, and with the right composition so that the functions of receiving, transferring, processing, and returning results of administrative procedures can be immediately deployed on the System of the Ministry of Education and Training.
The reporter helps to provide detailed instructions on newly updated points to adapt to the 2-level local government model, the list of administrative procedures that have digitized the forms and components of the records and set up the processing process, each operation using the system's functions.
"The Ministry's Office shall preside over and coordinate with the Department of Science, Technology and Information and other units to advise the leaders of the Ministry of Education and Training in directing, supervising, urging, and promptly resolving difficulties and problems to ensure the quick and effective implementation of administrative procedures in the electronic environment as required by Plan No. 02 of the Central Steering Committee," Deputy Minister Nguyen Van Phuc added.
