These systems are designed to improve management efficiency, better serve people and businesses, and ensure consistency in the operation of the new administrative apparatus. According to the plan, system adjustments will be completed on June 27; network switching and trial operation will be carried out on June 28-29; and official operation will begin on July 1.

Many opinions said that during the trial run of the basic information systems and especially in the first days of official operation, Vietnam Posts and Telecommunications Group (VNPT) must assign staff to closely monitor and respond if access and usage suddenly increase and prepare a plan in case of sudden increase in capacity requirements, ensuring the system operates well.
Concluding the conference, Deputy Prime Minister Nguyen Chi Dung emphasized: To ensure the effective implementation of the two-level local government model, without causing disruption or interruption to management work and service to people and businesses, the progress from now until July 1 cannot be adjusted.

The Deputy Prime Minister requested that heads of ministries, branches and localities be responsible to the Government for ensuring the unity, synchronization, continuity and stability of information technology systems.
In particular, it is necessary not to interrupt the provision of public services to people, businesses and state management activities of governments at all levels before and after the reorganization of the apparatus. On the other hand, localities also need to agree to use a common software system for the entire province and city; immediately issue internal procedures for handling administrative procedures and proactively coordinate to handle problems arising in practice...
In addition, it is necessary to publicize the headquarters address and list of administrative procedures received and returned at provincial-level public administrative service centers and commune-level public administrative service centers; establish and publicize the hotlines of provincial-level public administrative service centers and commune-level People's Committees before June 25.
For 4/25 administrative procedures that have not yet provided full online public services, the Deputy Prime Minister assigned the Ministry of Finance to coordinate with the Government Office, the Ministry of Public Security and relevant units to urgently adjust the system, ensuring full online provision on the National Public Service Portal before June 30.
