On the afternoon of August 8, in Hanoi, the Ministry of Information and Communications (MIC) held a regular press conference to provide information on the activities of the Ministry and the Information and Communications sector in July 2023 and the plan to implement the Ministry's key tasks in the coming time.

Regarding the results of a large-scale inspection of subscriber information management, the report of the Office of the Ministry of Information and Communications stated that, in order to prevent the situation of subjects taking advantage of registering subscribers under the name of many SIMs, pre-activating, selling widely..., committing fraudulent acts, affecting social order and safety, the Ministry of Information and Communications continues to require mobile telecommunications enterprises to resolutely carry out the progress of reviewing and clarifying customers who own many SIMs (over 10 SIMs).

As of July 19, 2023, with the strong direction of the Ministry of Information and Communications and the active participation of network operators along with the support and coordination of people and customers, the handling of subscribers with multiple SIMs (over 10 SIMs) in violation of regulations has achieved positive results:

By mid-July 2023, according to data, businesses have reviewed and clarified ownership for all 100% of subscribers for organizational customers.

For individual subscribers with multiple SIMs (over 10 SIMs), network operators have processed more than 20% of the total number of documents with multiple SIMs.

The Ministry is continuing to direct and urge businesses to continue implementing measures with the goal of basically completing the task of ensuring that the person whose name is registered for the subscription is the person using that subscription number by August 31, 2023.

Preliminary results of the subscriber information inspection show that there are still some subscribers registered in many different provinces and cities in a short period of time; many subscribers do not sign contracts when registering from the 4th SIM or more.

Currently, 56 Departments of Information and Communications have sent reports or inspection conclusions on subscriber information management to the Ministry. 8 inspection teams established by the Ministry have completed direct inspections and are currently summarizing inspection results.

Speaking further at the press conference, Mr. Nguyen Phong Nha, Deputy Director of the Department of Telecommunications, Ministry of Information and Communications, said that in July, the Ministry had strongly requested network operators to communicate to users, especially subscribers with more than 10 SIMs.

Up to now, with strong communication from network operators through text messages, customer care calls, and requests for users to come to transaction points to re-sign contracts if they actually own more than 3 SIMs, 80% of SIMs of subscribers with more than 10 SIMs have been processed.

Representatives of the Telecommunications Department hope that press agencies will continue to join hands in communicating so that users of mobile telecommunications services can see that standardizing subscriber information is to protect the rights of users.

There is still a situation where some subscribers are registered in many different provinces and cities.

When users buy a SIM card but it is registered under someone else's name, many problems will arise. Because that SIM card is not only used for texting or calling services but also for many other services related to finance, economics , and electronic transactions.

Regarding information reflecting on spam calls and forms of fraud through telecommunications networks, according to the Ministry of Information and Communications, in recent times, the Ministry has coordinated with relevant agencies to continue to tighten control and handle violations in the management of subscriber information as well as value-added services on telecommunications networks to limit and completely handle the situation of spam SIMs, spam calls and disseminate and propagate forms of fraud through telecommunications networks and in cyberspace.

The Ministry has directed the Ministry Inspectorate, the Radio Frequency Department, and telecommunications enterprises (Viettel, VNPT, Mobifone) to regularly review, detect, and coordinate with the police force to arrest and handle cases of using fake BTS to spread spam and scam messages; this situation has been basically prevented .
