That spirit is not only a declaration of national independence, but also a guiding principle for the entire organizational model and operation of the government apparatus. 80 years later, that source still flows steadily, is nurtured and clearly demonstrated in the 2-level local government model (CQDP2C) being implemented, with a streamlined apparatus, operating effectively, efficiently, and most of all, placing the people at the center of all decisions.
Mr. Nguyen Van Manh, Director of the Department of Home Affairs, assessed that for CQDP2C, the commune level is the "brain" of operations at the grassroots level, the front line of all activities, where policies are turned into concrete actions so that people can "touch" the government every day. This is an important step to improve operational efficiency, build a fair and transparent administration, and serve the people wholeheartedly and promptly.
With this model, the City People's Committee directly manages the wards; specialized departments and offices resolve work faster, and are directly responsible to the Party Committee and the People. There is no longer an intermediate "wall" causing delays, the city leaders and departments and offices must go to the grassroots more, thereby shortening decision-making time and improving service quality.
The principle of “being close to the people” of CQDP2C recalls the model of the Administrative Committees at all levels of the early Democratic Republic of Vietnam, when provincial, district and communal authorities both directly managed and closely followed people’s lives, received opinions and promptly resolved urgent needs.
Dr. Nguyen The Phuc, Head of the Department of Political Theory, University of Sciences, Hue University, commented that if compared in general, both models put power in the hands of the people, operating for the benefit of the people. After the August Revolution, the officials of the Administrative Committee "lived with the people, worked with the people, and spoke the voice of the people". Today, the CQDP2C also requires officials to regularly go to the grassroots, listen, grasp the reality and solve problems on the spot. In 1945, the new government streamlined the cumbersome structures of the old regime, but now, the CQDP2C model also boldly eliminates the intermediate level, creating a compact and flexible apparatus.
Mr. Hoang Khanh Hung, member of the Standing Committee, Head of the Propaganda and Mass Mobilization Department of the City Party Committee, said that from a historical perspective, this is a creative inheritance of the spirit of the State in 1945. Both originate from the immutable principle: "Taking the people as the root and putting the interests of the people above all else".
Continuing to be "close to the people" in the new era
Inheritance does not mean copying the status quo. In the new context, CQDP2C has combined streamlining the apparatus with digital transformation, reforming administrative procedures, clearly decentralizing, increasing individual responsibility and promoting propaganda to create social consensus. The Central Committee has affirmed that for CQDP2C "of the people, by the people, for the people" to operate effectively, the following factors must be ensured: streamlined organization, cadres close to the people and transparent mechanisms.
In the early days of implementation, the spirit of “being close to the people” was demonstrated through a series of concrete actions: Thuy Xuan Ward issued land use right certificates after only 15 days; Vinh Loc Commune shortened the process, granting marriage certificates with foreign elements for the first time; Phu Bai Ward returned mobile results to the disadvantaged… Each action saved time, costs and improved service quality, which was recognized and trusted by the people.
The result is the application of information technology in management and implementation of tasks; increasing the digitization of records and deploying online public services, which has shortened procedures, increased transparency and convenience. The gap between the government and the people has been narrowed not only by geography, but also by response speed and satisfaction level.
Mr. Nguyen Van Manh said that Hue needs to continue to strongly decentralize and delegate power according to the principle of "local decision, local action, local responsibility" to promote proactiveness, creativity, and unleash development resources. At the same time, it is necessary to increase the participation of the people and social organizations in local governance, thereby expanding democracy and enhancing social supervision.
In the context of globalization, the challenges for the new government are not small. That is the risk of being “distant from the people” if officials are too dependent on technology; increased work pressure when streamlining the apparatus; differences in perception between the old urban areas and the newly merged wards…
Therefore, Party Central Committee member, City Party Committee Secretary, People's Council Chairman, Head of the City National Assembly Delegation Le Truong Luu repeatedly emphasized: The 2C Local Government Model is both an opportunity and a challenge, requiring high determination to ensure smooth management and operation, while building a service-oriented administration, with people and businesses at the center. The city and localities must strive to overcome the difficulties and challenges of the initial stage to ensure the organization and apparatus operate smoothly and effectively in all areas.
The CQDP2C model is not only an improvement in management techniques, but also a continuation of the political and social values that have proven their vitality since 1945. That is, putting the People at the center of all decisions. In the new context, that inheritance must go hand in hand with innovation, creativity and adaptation. Hue is doing that and has initially succeeded. CQDP2C is a vivid proof that when the government is truly “of the people, by the people, for the people”, all reforms receive the consensus, support and cooperation of the People.
