Resonance of power
Both Hai Duong province and Hai Phong city are favored with favorable geographical locations, located in the Red River Delta. The bond and affection are even stronger when looking back at history, the two localities have the same origin in the vast Eastern region. In the development process, although the administrative boundaries have changed and separated, Hai Duong and Hai Phong are still close "neighbors" with a border of nearly 98 km.
Thanh Ha, Kim Thanh, Tu Ky, Ninh Giang districts and Kinh Mon town of Hai Duong are adjacent to An Lao, Tien Lang, Thuy Nguyen, Vinh Bao districts and An Duong district of Hai Phong city. People of the two localities have long had close trade relations. In particular, the vital traffic route of National Highway 5 and Hanoi - Hai Phong Expressway is a clear demonstration of the connection between the two localities through each stage of development.
With the advantages of natural location, in recent years, Hai Duong province and Hai Phong city have made strong breakthroughs in economic development. Both localities are major industrial production centers in the North and have identified high-tech industry as a pillar of sustainable growth. Over the past 10 years, Hai Phong city has continuously maintained double-digit economic growth. The proportion of industry, construction and services accounts for nearly 80% of the economic structure. The investment rate of projects in Hai Phong reached 12 million USD/project, 3 times higher than the national average.

Meanwhile, Hai Duong is a “promised land” for domestic and foreign investors. In particular, the province has more than 30 years of experience in attracting foreign direct investment (FDI). The province has a strong mark in developing synchronous and modern industrial parks with high occupancy rates.
In 2024, Hai Phong's economy will be the top in the Red River Delta with a growth rate of 11.01%, while Hai Duong will be in third place with a growth rate of 10.2%. In the first 6 months of 2025, Hai Duong will achieve a growth rate of 11.46%, ranking second in the country; Hai Phong will achieve a growth rate of 11.2%, ranking third in the country.
After the merger, the new Hai Phong City has nearly doubled its area of nearly 3,200 km2 , a population of more than 4.6 million people, and an economic scale of nearly 660,000 billion VND. The merger has helped Hai Phong City rise to the third position in the country in terms of economic scale after Ho Chi Minh City and Hanoi. The new Hai Phong City has all the potential and strength to optimize its competitive advantages and reach new heights thanks to its new development space.
Extreme growth spurt
After the merger, the new Hai Phong City has the potential and advantages to rise strongly, becoming a breakthrough growth pole with a vibrant economic picture as an international gateway to the sea of the Northern region. And despite the merger, the new city carries within it the great aspirations of the two old localities.
Both Hai Duong province and Hai Phong city have been oriented for development through the planning period 2021 - 2030, with a vision to 2050 approved by the Prime Minister. Accordingly, by 2030, Hai Phong city will be a large seaport city, a modern logistics service center, a leading international maritime economic center in Southeast Asia. At the same time, Hai Phong city will take the lead in the country in industrialization, modernization and digital transformation. From there, it will become the driving force for development of the Northern region and the whole country. Hai Duong will be a modern industrial province, with a large economic scale in the country, synchronous infrastructure, a green, smart urban system, rich in identity...
With the above orientation, after the merger, Hai Phong City will have a wide open space, consolidating the development momentum towards the sea. Being the gateway to the sea, when Hai Duong and Hai Phong are merged, the new city will continue to affirm its important role in the intra-regional, inter-regional and international economic corridors. These are the economic corridors: North - South; Kunming (China) - Lao Cai - Hanoi - Hai Phong - Quang Ninh; Nanning (China) - Lang Son - Hanoi - Hai Phong - Quang Ninh; coastal Quang Ninh - Hai Phong - Hung Yen - Ninh Binh.

Before the policy of merging the provinces, Hai Duong and Hai Phong City proactively "joined hands" to build regional linkages to promote strengths and increase competitive advantages. In particular, focusing on connecting traffic infrastructure to open trade routes, promoting economic and social development of the two localities. Quang Thanh Bridge connecting Thanh Ha District (Hai Duong) and An Lao District (Hai Phong), Dinh Bridge connecting Kinh Mon Town (Hai Duong) and Thuy Nguyen City (Hai Phong) are proof of the linkage efforts between the two localities. Along with that are the activities and positive contributions of Hai Duong Province and Hai Phong City at trade forums, enterprises, industrial parks, green economic development in connecting the Eastern Expressway axis with Quang Ninh and Hung Yen provinces.
From July 1, when the administrative boundary gap no longer exists, the development goals and aspirations of Hai Duong province and Hai Phong city will be realized in a common space - the new Hai Phong city - with a larger scale, higher stature and stronger motivation.
Along with the expanded development space, Hai Phong City has just applied special mechanisms and policies, in which the highlight is the formation of a free trade zone. This will be a strategic launch pad for the city to move faster, further and more sustainably.
