After more than 6 months since the Prime Minister approved the establishment under Decision No. 1511/QD-TTg, the Southern Coastal Economic Zone of Hai Phong is entering the acceleration phase. The Hai Phong Economic Zone Management Board is coordinating with the city's departments, branches and sectors to focus on completing related procedures and implementing projects with the goal of putting the Southern Coastal Economic Zone into operation as soon as possible.
Urgent implementation
According to the Decision on establishment issued by the Prime Minister, the Southern Coastal Economic Zone of Hai Phong has an area of 20,000 hectares (of which about 2,909 hectares are reclaimed land), located in the southeast of Hai Phong city. The highlight of this economic zone is the free trade zone. The Southern Coastal Economic Zone of Hai Phong is oriented to become a 3.0 generation, multi-industry eco-economic zone, focusing on high-tech industry, modern logistics; a hub of Hai Phong participating in the regional and global value and supply chain.
Comrade Le Trung Kien, Head of Hai Phong Economic Zone Management Board, informed that up to now, the master plan of the Economic Zone has been submitted to the Ministry of Construction for appraisal and the Prime Minister for approval. After that, the bidding and selection of consulting contractors will be held in August 2025. Regarding the progress of project implementation in the economic zone, up to now, 2 projects including Tan Trao Industrial Park (phase 1) and Ngu Phuc Industrial Park (phase 1) have had investment policy decisions.
The projects being submitted for approval by the Steering Committee include: Tien Lang Airport Industrial Park; Tien Lang 2 Industrial Park (phase 1) and Tran Duong - Hoa Binh Industrial Park (area B). The Hai Phong LNG Thermal Power Plant and Tran Duong - Hoa Binh Industrial Park (area A) projects are seeking approval for investment policies... The planning projects all closely follow the orientation of Resolution 45/NQ-TW and the planning and orientation for the development of high-tech, ecological, and modern industries.
Attracting high-quality FDI capital flows
With the aim of creating new effects and vitality for the Southern Coastal Economic Zone of Hai Phong, the city plans to hold an Investment Promotion Conference on July 15. This is an activity on the sidelines of the APEC conference and will highlight the city's attractiveness to investors. According to Mr. Le Trung Kien, Head of the Hai Phong Economic Zone Management Board, the Conference is expected to award investment policy decisions and investment registration certificates to 21 projects that meet the prescribed conditions.
At the recent meeting of the Steering Committee for the Development of the Southern Coastal Economic Zone of Hai Phong, Comrade Le Tien Chau, Member of the Party Central Committee, Secretary of the City Party Committee, Head of the National Assembly Delegation of Hai Phong, Head of the Steering Committee acknowledged the progress of completing the planning tasks of the Economic Zone in line with the requirements, but the units need to continue to follow the ministries and central branches to speed up; urgently organize bidding to select a consulting unit for implementation. In particular, assign the Management Board of the Hai Phong Economic Zone to build a specific progress critical path for each task to promptly monitor and urge. Comrade Secretary of the City Party Committee Le Tien Chau also directed to review the industrial clusters in the Southern Coastal Economic Zone, if they are large enough and have sufficient conditions, they will be developed into industrial zones. The rest will continue to build industrial clusters but must follow the ecological model.
Regarding the Free Trade Zone, after the 9th session of the 15th National Assembly approved the specific mechanism and policies for the development of Hai Phong city at the end of June, it is necessary to continue calculating the scope; coordinate with investors to determine the area and development orientation of each zone. It is expected that Hai Phong will develop the Free Trade Zone in 3 locations: Tien Lang, Nam Dinh Vu and Xuan Cau Industrial and Non-Tax Service Zone.
According to the orientation, by 2030, the Southern Coastal Economic Zone will become the main driving force of Hai Phong's economy, reaching 80% of the capacity of Dinh Vu - Cat Hai Economic Zone in 2023, playing a particularly important role in connecting with neighboring economic zones, forming a chain of coastal economic zones, and driving the development of the whole region. The zone is expected to attract 700 trillion VND in social investment; industrial production value reaching 2 million billion VND; contributing 550 trillion VND to the budget; creating more than 300 thousand jobs...
More importantly, this will be the “eagle nest” to welcome the investment wave of large domestic and foreign corporations and enterprises heading to Hai Phong, especially in the chip, semiconductor and electronics industries. From there, it will create a superior advantage for Hai Phong in attracting high-quality FDI capital flows. With a proactive and determined spirit, we believe that the Southern Coastal Economic Zone will soon be formed in the shortest time, contributing to Hai Phong’s breakthrough development, leading the way in the era of national development.
