On July 10, information from the Tax Department said that by the end of June 2025, there were 238,942 businesses nationwide registered to use electronic invoices generated from cash registers. In the first 6 months of the year alone, the Tax Department had 145,929 new businesses registered, including 45,247 business households with revenue of 1 billion VND/year or more.
This result has basically completed the target as prescribed in Decree 70/2025/ND-CP, creating a solid foundation for controlling transactions and ensuring revenue for the budget.
In 2025, the Tax sector will face the dual requirement of ensuring budget revenue while reorganizing the apparatus in a streamlined and efficient manner, so digital transformation is no longer an option but has become a vital imperative. Following that direction, the Tax Department has actively implemented Decision No. 06/QD-TTg of the Government on developing population data applications and Resolution 66/NQ-CP with the specific goal of abolishing at least 30% of unnecessary business conditions, cutting 30-50% of administrative procedure compliance costs, aiming for 100% of procedures to be carried out online and smoothly.
To implement the Tax System Reform Strategy to 2030, the Tax sector has strongly promoted administrative procedure reform through digitizing all file processing results. In particular, the automatic personal income tax refund process has officially come into operation, completely changing the traditional method. In addition, the virtual tax assistant system operates 24/7 on the Electronic Information Portal, and the automatically suggested personal income tax finalization declaration has helped reduce errors, shorten time and effectively support taxpayers.
At the management level, the automatic tax debt enforcement system has been deployed nationwide, directly connecting with the Ministry of Public Security and commercial banks to freeze accounts and suspend exit via electronic means. A new highlight is the eTax Mobile application that is being actively integrated with VNeID, helping people fulfill their tax obligations anytime, anywhere.
At the same time, the Tax sector has also pioneered the application of artificial intelligence (AI) in debt management, risk classification and revenue forecasting. On April 10-11, the Tax Department organized AI tool training for 20 regional Tax Departments, marking a strong start in building a team of digital tax officers.
In line with Resolution No. 18-NQ/TW, the Tax Department has urgently reorganized its apparatus in a streamlined manner, reducing focal points and increasing decentralization. From July 1, 2025, the Tax Department will officially operate the new apparatus with 34 provincial and municipal Tax agencies according to the 2-level local government model, ensuring smoothness and effectiveness in direction and operation.
With a total budget revenue estimate of VND 1,719,556 billion in 2025, the Tax sector said that this is the year of comprehensive transformation. In particular, perfecting the organizational structure and promoting digital transformation are a solid foundation for the Tax sector to commit to continuing to accompany people and businesses, contributing to achieving the economic growth target of 8% in 2025./.
