On June 27 in Hanoi, the Ministry of Science and Technology held a regular June press conference chaired by Deputy Minister Bui Hoang Phuong.
According to Mr. Phuong, in June 2025, the Ministry of Science and Technology has deployed many key tasks, especially the work of building and perfecting institutions.
Accordingly, the Ministry of Science and Technology has presided over and coordinated with the National Assembly Standing Committee and relevant agencies to complete documents, reports, explanations and submit to the National Assembly for consideration and approval at the 9th Session of the 15th National Assembly 05 important law projects under the Ministry's management, including: Law on Science, Technology and Innovation; Law on amending and supplementing a number of articles of the Law on Technical Standards and Regulations; Law on amending and supplementing a number of articles of the Law on Product and Goods Quality; Law on Atomic Energy (amended) and Law on Digital Technology Industry.
The Ministry has advised and submitted to the Government and the Prime Minister to issue important documents, such as: Decree detailing a number of articles of the Telecommunications Law on the management of telecommunications number warehouses and Internet resources; compensation when the State revokes telecommunications codes, numbers, and Internet resources; auction of the right to use telecommunications codes, numbers, and Vietnamese national domain names ".vn" (Decree No. 115/2025/ND-CP dated June 3, 2025); Decree stipulating the division of authority of local authorities at 02 levels in the field of state management of the Ministry of Science and Technology (Decree No. 132/ND-CP dated June 12, 2025)...
Regarding the implementation of Resolution 57, the Ministry of Science and Technology has advised and submitted to the Prime Minister for signing and promulgation 02 Decrees on decentralization, delegation of authority, and assignment of authority (Decree No. 132/2025/ND-CP and Decree No. 133/2025/ND-CP dated June 12, 2025).
In addition, the Ministry of Science and Technology also completed upgrading and updating the video conferencing system (ensuring transmission channels, bandwidth, and terminal equipment) to serve online meetings and work (from the central level to the provincial and commune levels; from the province to the commune level; between communes), which will be a popular form of work in the operating model of 2-level local governments.
According to Deputy Minister Hoang Phuong, in July 2025, the Ministry of Science and Technology will focus on developing and completing draft laws; continue to develop and complete a number of Decrees such as: Decree detailing the implementation of a number of articles of the Law amending and supplementing a number of articles of the Law on Standards and Technical Regulations; Decree detailing the implementation of a number of articles of the Law on Product and Goods Quality and the Law amending and supplementing a number of articles of the Law on Product and Goods Quality...
In addition, the Ministry of Science and Technology will coordinate with the Government Office to complete and submit to the Prime Minister for consideration and promulgation a Project to support investment in improving research capacity to master core technologies; incubating enterprises to research and produce biotechnology products on an industrial scale.
This unit also continues to complete and submit to the Prime Minister the draft National Strategy on developing intellectuals in the period of promoting industrialization and modernization of the country; the project to restructure national science and technology programs./.
