According to the Ho Chi Minh City Department of Construction, on May 16, the City People's Committee sent a dispatch to the Prime Minister and the Ministry of Construction proposing digital transformation solutions to reduce administrative procedures and improve the business environment in the road transport sector in the city.
On May 22, the Government Office issued an official dispatch to supplement the opinions of relevant ministries and agencies on the proposal of the City People's Committee. The Vietnam Road Administration said it will take note and study amendments and supplements to the provisions in Decree 158/2024 of the Government regulating road transport activities.
According to the Ho Chi Minh City Department of Construction, after the merger, the city is managing 7,181 transport units (of which the old Binh Duong area has 1,387 units, the old Ba Ria - Vung Tau has 410 units) with more than 256,000 vehicles granted badges.
From July 1 to 10, the city received and processed the issuance and re-issuance of transport business licenses for 40 units and issued 5,848 badges. However, the implementation of printing and returning results encountered many difficulties due to the large number of applications received and processed.
In addition to the large volume of documents, the road transport management system of the Ministry of Construction currently does not have a feature to filter by location to facilitate the return of results at the administrative center in the old Binh Duong and Ba Ria - Vung Tau areas, causing the document processing time to be prolonged, affecting the effectiveness of management work.
Therefore, according to the Ho Chi Minh City Department of Construction, the settlement of transport business license and badge applications using electronic forms on the non-administrative online public service system (instead of having to go to the headquarters of the issuing agency to receive the settlement results on printed paper) is very urgent.
From the above difficulties, the Ho Chi Minh City Department of Construction proposed that the City People's Committee consider and continue to recommend that the Prime Minister and the Ministry of Construction approve the city to deploy a comprehensive digital transformation solution for receiving and returning electronic results of transport business licenses and badges.
In addition, the Ministry of Construction directed the Information Technology Center to add features for transport business units to receive electronic results of transport business licenses and badges on the system, to support Ho Chi Minh City in implementing the above solution.
In the immediate future, consider adding a feature to filter results by location to facilitate printing results.
The Ministry of Construction also needs to soon propose to adjust Decree 158 according to the plan to return electronic results of transport business licenses and enterprises to print their own badges issued by competent authorities according to regulations.
"The comprehensive implementation of digital transformation in the transport sector aims to simplify procedures, minimize costs, and reduce pressure on specialized management agencies. At the same time, it minimizes time and travel costs for transport businesses as well as promotes the effectiveness of the online public service system," the Ho Chi Minh City Department of Construction emphasized.
