Diversity of mass mobilization models
The staff and civil servants of Ha Lang commune have had many creative models, directly going to the grassroots, guiding people in each step of the operation, installing online applications, registering accounts and carrying out administrative procedures.
Since 2023, many mass mobilization models have been established such as "Mass mobilization teams skillfully guiding people to use online public services", "community technology" teams in each village, bringing high efficiency in digital transformation work. The whole commune currently has more than 6 working groups including cadres of the Fatherland Front , Women's Union, Youth Union and village representatives with many rich forms of propaganda, working closely with the people. Not only propaganda by loudspeakers or electronic bulletin boards, practical instruction sessions right at the village cultural house or to each household, helping people gradually get acquainted with how to create an account on the National Public Service Portal, submit applications online and receive results by phone are also promoted by Ha Lang commune.

Comrade Hoang Duc Binh, Vice Chairman of the Commune People's Committee, said: “Digital transformation is an inevitable trend, but for people to access digital transformation and proficiently use online public services, we cannot be hasty. At first, people were still hesitant, many had never even used a smartphone to do administrative procedures. Each officer in charge always proactively went to each village, close to the people, explained to the people and worked with them. When people see the practical benefits such as saving time and travel costs, they will gradually adapt and change their habits."
According to the report of the People's Committee of Ha Lang commune, as of April 2025, the rate of people using online public services in the whole commune reached over 90%, especially in the fields of Justice, Labor - Invalids and Social Affairs... Notably, after only 8 months of implementing the model, the rate of people using online public services at levels 3 and 4 increased from 15% to nearly 60%.
Grassroots propagandists
The notable point in the mass mobilization model is the selection of typical people who have knowledge of technology to become "grassroots propagandists". They are prestigious people, familiar people in the community, thereby easily building trust and encouraging people to participate. This method has promoted the strength of the community, bringing technology closer to the people in a natural and convincing way.
Ms. Mai Thi Tham, Head of the Digital Technology Team of Ha Lang Commune, said: “We prioritize choosing people who are close to the people and trusted by the people, such as village chiefs, party cell secretaries, and youth union members, to be grassroots propagandists. They not only understand the area and grasp the psychology of the people, but also flexibly guide and support in a way that is suitable for each household. Thanks to that closeness, mobilizing people to use online public services becomes easy and effective. Each propagandist is truly a “soft bridge” between technology and the daily lives of the people.”
Thanks to the perseverance and flexibility in mass mobilization work, after 8 months of implementation, the rate of people using online public services at levels 3 and 4 in Ha Lang commune has skyrocketed from 15% to nearly 60%. This not only contributes to shortening the time to handle administrative procedures and saving travel costs, but also enhances the level of transparency and efficiency in local government operations.
“At first, I didn’t know anything about online public services. I only heard the staff say that paperwork was very quick, and I didn’t need to go to the commune to get it done. The staff came to my house to guide me, brought a computer and phone, and showed me step by step very enthusiastically and thoroughly. Now I’m proficient, and everything seems much simpler,” said Ms. Ban Thi Huan, Na Khau village.
Skillful mass mobilization has become a solid foundation to help Ha Lang commune gradually break down barriers, creating a clear change in people's awareness and habits in building digital government and digital society. From many practical mass mobilization models, closely following the grassroots, Ha Lang commune has affirmed the important role of mass mobilization work in digital transformation, thereby bringing the Party and State's policies closer to the people.
