
This is a specific step to implement Resolution No. 23/NQ-HDND dated April 29, 2025 of the Dong Nai Provincial People's Council and the conclusions of the Politburo , the Secretariat, as well as the high consensus between the Provincial Party Committees of the two provinces in the process of perfecting the administrative apparatus after the merger. Organizing transportation for officials is not only to ensure convenient and safe travel but also to demonstrate the concern and practical support of Dong Nai province for the team of officials and civil servants transferred from Binh Phuoc province to work.
According to the plan, shuttle buses will be organized under contract, transporting civil servants, public employees, workers from Binh Phuoc Provincial Administrative Center to Dong Nai Provincial Administrative Center and vice versa, with a distance of about 90km. Estimated travel time is about 2 hours.
It is expected that 32 vehicles (29 to 45 seats) will be arranged to serve about 1,400 people. The transportation frequency is 2 trips/week: Monday morning from Binh Phuoc to Dong Nai and Friday afternoon back.
Pick-up and drop-off points are the headquarters of departments, agencies and branches in the two administrative centers of the two provinces. This organization aims to ensure working time, traffic safety, and at the same time reduce the pressure of self-travel and personal expenses for officials.
Based on a survey by the Dong Nai Department of Construction and reference prices from transport companies, the total estimated cost for 6 months of operating this bus route is more than 8.6 billion VND. Specifically, each 45-seat bus will cost about 5.6 million VND/trip. With 32 buses serving 8 trips/month, the monthly cost is about 1.43 billion VND.
The funding source for implementation will be arranged from the state budget, allocated to relevant departments, branches and sectors for implementation, ensuring the right goal of savings and efficiency. To organize synchronous and effective implementation, Dong Nai Provincial People's Committee assigns specific tasks to each unit.
Dong Nai Department of Construction plays the leading role, coordinating with departments and branches to arrange vehicles, check vehicle quality, announce specific pick-up and drop-off times and locations, and monitor and summarize demand to promptly adjust transportation plans. The Department will also coordinate with the Department of Finance in guiding, settling vehicle rental costs and reviewing and adding more bus routes and fixed transport routes to serve inter-provincial travel needs.
Dong Nai Department of Home Affairs coordinates with Binh Phuoc Department of Home Affairs to deploy the registration of the list of cadres in need of relocation, compile and send to the Department of Construction before June 29, 2025.
Dong Nai Department of Finance shall take the lead in coordinating with relevant parties to advise, arrange budget and guide payment of expenses.
The departments, branches, sectors and units after the merger are responsible for synthesizing the travel needs of officials and sending them to the Department of Home Affairs and the Department of Construction before June 28. If any changes arise during the implementation process, the units need to proactively report to adjust the appropriate means of transport.

The plan to organize shuttle buses to pick up officials from Binh Phuoc to Dong Nai for work is a well-prepared step, demonstrating the initiative and high responsibility of Dong Nai Provincial People's Committee in the process of receiving and stabilizing the administrative apparatus after the merger. The arrangement of vehicles not only creates favorable conditions for officials to work with peace of mind, but is also a practical solution to reduce traffic pressure, limit personal vehicles, and contribute to maintaining order and road safety.
Dong Nai Provincial People's Committee requests departments and branches to seriously implement, regularly coordinate, and promptly remove arising problems during the implementation process to ensure the common goal: stable, safe, economical, effective, on-schedule operation and in accordance with the actual situation.
