This expressway has a total length of 87.3km, of which the section through Bac Kan is 58.75km long, passing through Bac Kan city and the districts of Bach Thong, Ba Be, Ngan Son; the remaining section is 28.55km long in Cao Bang province. The route is designed according to the standards of a class 80 expressway, with a design speed of 80km/h. The total investment is about 29,893 billion VND, of which the section through Bac Kan is more than 18,500 billion VND.
Previously, on October 11, 2023, the People's Committees of Bac Kan and Cao Bang provinces agreed to divide the project into two parts, each province will implement the section through its own area, then merge it to submit to the competent authority. Bac Kan is the focal agency in the process of working and proposing the project to the Prime Minister and central ministries and branches.
Regarding implementation capacity, after July 1, 2025, when Bac Kan merges into Thai Nguyen province, the new administrative unit will have a larger economic scale and more abundant resources. In particular, Bac Kan has been the investor of key transport projects such as the Bac Kan City - Ba Be Lake route connecting to Na Hang (Tuyen Quang) with a total capital of nearly 3,837 billion VND, or the Thai Nguyen - Bac Giang - Vinh Phuc regional linking road project worth nearly 4,000 billion VND. The Ring Road V project connects Phu Binh district (Thai Nguyen) with Tan Yen district (Bac Giang). All projects ensure progress and good disbursement, demonstrating the province's capacity to organize and manage large projects.
In addition, Bac Kan province has completed the pre-feasibility study report, ready for the next steps of implementation. With complex terrain and the largest proportion of the route length passing through the province, assigning Bac Kan as the investor will facilitate site clearance, technical coordination and resource mobilization.
Having Bac Kan (Thai Nguyen province after the merger) manage the Bac Kan - Cao Bang expressway is a feasible choice, in accordance with legal regulations and implementation practices, contributing to promoting regional connectivity and socio-economic development in the midland and mountainous areas of the North.
The Bac Kan - Cao Bang expressway is one of five expressways that the Government has agreed to assign to the locality as the managing agency according to Official Dispatch No. 611/TTg-CN dated May 28, 2025./.
