High consensus
Consensus is evident in determining the competent authority to implement the Bac Kan - Cao Bang Expressway Construction Investment Project (Bac Kan - Cao Bang Expressway Project).
In the submission dated August 7, 2025, the People's Committee of Cao Bang province proposed that the Prime Minister consider assigning the People's Committee of Cao Bang province as the competent authority to implement the Bac Kan - Cao Bang Expressway Project.
The reason why the People's Committee of Cao Bang province needs to be officially assigned by the Prime Minister as the governing body is because the Bac Kan - Cao Bang Expressway Project passes through the two provinces of Thai Nguyen and Cao Bang.
According to the Law on Public Investment (2024), in case a project is implemented in two or more provincial administrative units with the provincial People's Committee as the governing body, the relevant provincial People's Committees are responsible for agreeing on a plan to assign one provincial People's Committee as the governing body to implement the project, and report to the provincial People's Council for approval. Based on the resolution of the provincial People's Council, the provincial People's Committee proposed as the governing body to implement the project reports to the Prime Minister for consideration and decision to assign the provincial People's Committee as the governing body to implement the project.
In the submission, the People's Committee of Cao Bang province said that the People's Committee of Thai Nguyen province and the People's Committee of Cao Bang province have agreed and reported to the Provincial People's Council to propose assigning the People's Committee of Cao Bang province to be the managing agency of the Bac Kan - Cao Bang Expressway Project.
Previously, at the end of May 2025, Deputy Prime Minister Tran Hong Ha agreed with the proposal of the Ministry of Construction to assign the competent authority to invest in 5 expressways, including the Bac Kan - Cao Bang expressway. According to the Ministry of Construction's assessment, assigning the Cao Bang Provincial People's Committee as the competent authority for the Bac Kan - Cao Bang Expressway Project is the optimal solution.
Pressure to raise capital
During the process of proposing the Bac Kan - Cao Bang Expressway Project, the People's Committee of Cao Bang province always expressed its desire and determination to soon deploy the final segment of the Hanoi - Thai Nguyen - Bac Kan - Cao Bang Expressway (CT.07).
Accordingly, along with the Cho Moi - Bac Kan expressway that was just started by the Ministry of Construction in March 2025, if the Bac Kan - Cao Bang expressway section is invested in early, it will contribute to closing the entire CT.07 expressway, 227 km long, before 2030. In addition to significantly shortening the travel time from Cao Bang to Hanoi, this project also contributes to increasing the interconnectivity between provinces and cities on the Northeast corridor: Hanoi - Thai Nguyen - Bac Kan - Cao Bang.
Cao Bang Provincial People's Committee proposed the Bac Kan - Cao Bang Expressway Project with the starting point connecting with the Cho Moi - Bac Kan Expressway; the end point connecting with the belt road according to the planning of Cao Bang City (now Thuc Phan Ward), Cao Bang Province.
The total length of the main route of the Project is 87.3 km, of which the section through the old Bac Kan province (now Thai Nguyen province) is about 58.75 km long; the section through Cao Bang province is about 28.55 km long. Within the scope of the Project, there is a section connecting to Vo Nguyen Giap street to the center of Cao Bang city (now Thuc Phan ward) about 1.29 km long; the section connecting to Ho Chi Minh road is about 3.57 km long.
The Bac Kan - Cao Bang Expressway is designed according to the standards of a class 80 expressway, with a design speed of 80 km/h; has a cross-section with 4 complete expressway lanes, a roadbed width of 22 m, and a road surface width of 20.5 m. The project has a preliminary total investment of about 29,894 billion VND, invested by the central budget; implementation period from 2025 to 2029.
The advantage for the People's Committee of Cao Bang province is that in Decision No. 12/QD-TTg, dated January 3, 2025, the investment process of the Bac Kan - Cao Bang expressway section has been pushed up to completion before 2030, instead of after 2030 as previously planned.
However, with an investment capital scale of up to nearly 30,000 billion VND, the arrangement of local budget capital to implement the Project is beyond the reach of the two provinces of Cao Bang and Thai Nguyen. Therefore, in December 2024, the People's Committee of Cao Bang province proposed to arrange public investment capital for the period 2020 - 2025 and the period 2025 - 2030 to implement the project.
