Speaking at the opening of the session, Chairwoman of the Ho Chi Minh City People's Council Nguyen Thi Le said that at this session, the City People's Council will discuss and decide on 28 contents related to many sectors and fields to concretize the Party's guidelines and the State's policies and laws for implementation in the area.
"These are resolutions that play an important role in the socio -economic development, national defense and security of Ho Chi Minh City," emphasized Chairwoman of the Ho Chi Minh City People's Council Nguyen Thi Le.
This meeting takes place in one session, the HCMC People's Council will consider the proposal of the City People's Committee. Specifically, the resolution related to the urban sector regulates the areas allowed to raise swiftlets in HCMC.
Resolution on economic and budgetary issues such as regulations on specific support levels for regular operating expenses for the People's Procuracy, People's Court, City Civil Judgment Enforcement and the Department of Foreign Affairs.
Regulations on the rate of retained revenue to create a source for salary reform for units with large revenues managed by the Ho Chi Minh City Department of Health .
In addition, there are additional contents on the 2024 budget revenue and expenditure estimates. Along with that is the resolution on adjusting the 2024 regular expenditure estimates; adjusting and supplementing the medium-term public investment plan for the period 2021-2025 and the expected medium-term public investment plan for the period 2026-2030; adjusting investment policies, deciding on investment policies for public investment projects....
In particular, the Ho Chi Minh City People's Council considered a resolution related to the legal field on the pilot establishment of the Ho Chi Minh City Public Administration Service Center, with the function of receiving, handling, controlling, monitoring and evaluating the implementation of administrative procedures and providing public services in the city according to the one-stop, interconnected mechanism.
Regarding the pilot project to establish the Ho Chi Minh City Public Administration Service Center. According to the proposal, the pilot period for establishing the Center is from October 1, 2024 to the end of 2026. The Center will receive administrative procedures regardless of administrative boundaries, reduce the number of one-stop-shop departments; effectively implement digitization, exploitation, and reuse of digitized data.
