People are excited to hand over the site
The Ho Chi Minh City - Thu Dau Mot - Chon Thanh Expressway Project through Chon Thanh Ward, Nha Bich Commune, Dong Nai Province has a total length of about 7km, a scale of 6 lanes; a total investment of nearly 1.5 trillion VND; the total land area to be recovered to implement the project is nearly 84 hectares. Of which, in Nha Bich Commune, more than 6.9 hectares (including 72 plots of land of 52 families, individuals, 2 organizations) and Chon Thanh Ward, nearly 77 hectares (including 185 plots of land of 134 households, individuals, an area of more than 65 hectares; forest land of nearly 3.6 hectares; land passing through the Becamex - Binh Phuoc Industrial and Residential Park Project of more than 8.1 hectares).
Implementing the policy of accelerating the project progress, the provincial functional units coordinated with the authorities of Nha Bich commune and Chon Thanh ward to complete the land recovery notification as well as complete the measurement, inventory, and counting; issued decisions to recover 63 land plots, with an area of over 31 hectares, and at the same time implemented 4/6 payment and compensation phases with a total amount of nearly 166 billion VND.
The family of Ms. Do Thi Suong (residing in Quarter 1, Chon Thanh Ward) has more than 1 sao of production land affected by the project. Recently, her family was compensated 750 million VND by the authorities.
Ms. Suong said: “The government is building this highway for a long-term, strategic purpose. The compensation price is determined by the advisory agencies and applied to all households, so we have no questions. The amount the government compensates is the amount the people agree to. My family is asking someone to cut down trees to hand over the land, hoping the project will speed up its progress.”
In the same neighborhood, Mr. Nguyen Van Ngu’s family had about 2 sao of rubber plantation land that was affected and had to be reclaimed for the project. After receiving full compensation from the State, his family quickly cut down trees and handed over the entire area to the project.
Mr. DINH TIEN HAI, Deputy Director of the Provincial Construction Investment Project Management Board, said that the Provincial Construction Investment Project Management Board has completed the selection of construction contractors for 3/4 resettlement area construction packages for the North-South Expressway Project, West section, Gia Nghia - Chon Thanh. Construction will begin in July 2025 and is expected to be completed in September 2025. For the remaining construction package, the Provincial Construction Investment Project Management Board is completing documents to submit to the Department of Construction for appraisal of construction design to be implemented after the basic design.
Synchronously deploy component projects
The Ho Chi Minh City - Thu Dau Mot - Chon Thanh Expressway Project will be implemented in the period of 2024-2026. As of July 15, 2025, the Provincial Construction Investment Project Management Board (PPMB) has completed the approval of the construction design documents to be implemented after the basic design. The PPMB is organizing the selection of contractors for the following packages: construction and installation; construction supervision and construction insurance during the construction period. On July 14, 2025, the Provincial Construction Investment Project Management Board submitted to the Department of Construction Submission No. 09/TTr-BQLDAĐTXD for appraisal and adjustment, including the addition of a resettlement area to serve the expressway project in Thanh Tam residential area, Chon Thanh ward. After receiving the approval decision from the Provincial People's Committee, the Provincial Construction Investment Project Management Board will organize the preparation, appraisal, and approval of construction design documents, and implement the basic design of the resettlement area; organize the selection of contractors and complete construction in October 2025.
For the North-South Expressway, the western section of Gia Nghia - Chon Thanh, the project is divided into 5 component projects. Of which, component projects 1, 3 and 5 are implemented by the Dong Nai Provincial People's Committee as the competent authority.
With Component Project 1 (Investment in construction of the North-South Expressway, West section, Gia Nghia - Chon Thanh, under the public-private partnership method) approved by the Prime Minister in Decision No. 856/QD-TTg dated April 28, 2025. The People's Committee of Binh Phuoc Province (old) approved the selection of investors in special cases in Decision No. 1159/QD-UBND dated June 10, 2025. Accordingly, the winning investor is the Vingroup - Techtra Joint Venture. On June 29, 2025, the People's Committee of Binh Phuoc Province (old) signed a contract with the investor. Currently, the investor and the enterprise implementing the project are organizing the selection of contractors; conducting surveys, preparing technical design documents...
Component 3 Project: Investment in construction of a feeder road, a flyover, the section through Dong Nai province has a total length of about 95.166km, with a total investment of 951 billion VND. The Provincial Construction Investment Project Management Board has selected a construction contractor for package XL01. The remaining packages are expected to complete approval and selection of construction contractors, supervision, and insurance in August 2025, and start construction in early September 2025.
For Component Project 5: Compensation and resettlement support for the section passing through Dong Nai province, the total area cleared for compensation, support and resettlement for Component Projects 1 and 3 is about 1,028.22 hectares with about 2,150 affected households and organizations. Relevant sectors have arranged 6 resettlement areas in the communes: Bu Dang, Dong Tam, Tan Loi; Binh Phuoc ward, Chon Thanh ward. The total investment of the project is 3,977 billion VND.
