Hanoi requests review of school bus operations

Accordingly, the Hanoi Department of Transport requested the Department of Education and Training and the People's Committees of districts, towns and cities to direct schools using school buses not to sign transportation contracts with unqualified transportation units, and to terminate transportation contracts with vehicles and drivers that do not meet the prescribed conditions.

Vehicle owners and drivers must absolutely not overload the vehicle, use vehicles with expired registration, vehicles without "contract vehicle" badges or expired badges, or drivers without a driver's license appropriate to the type of vehicle being driven...

This agency also requested the Department of Education and Training to direct the Department of Education and Training Inspectorate to coordinate with the Department of Transport Inspectorate to review schools that use contract cars to pick up and drop off students.

The Department of Transport Inspectorate is responsible for strengthening patrols, controlling, detecting and strictly handling violations of regulations in the organization and management of transport activities, especially for transporting students by car.

Mr. Nguyen Dinh Quyen, Head of the General Staff Department (Hanoi Department of Transport Inspectorate) said that the Department of Transport Inspectorate has a plan to inspect and handle administrative violations against contract vehicles transporting students.

Specifically, the Captains of the Traffic Inspection Teams proactively arranged forces to coordinate with the Departmentof Education and Training of localities, the Traffic Police, the Public Order Police and schools in the area to organize inspections and reviews of all contract vehicles transporting and picking up students at schools in the City.

The inspection content focuses on the technical safety conditions of the vehicle such as: Vehicle registration certificate, vehicle technical safety and environmental protection inspection certificate, civil liability insurance, vehicle badge, transportation contract, installation of journey monitoring equipment, cameras on the vehicle and data transmission according to regulations, whether the vehicle has been modified or not; checking the driver's conditions including: Driver's license, transport training certificate, driver identification card; checking and handling violations according to the provisions of Decree No. 100/2019/ND-CP and Decree No. 123/2021/ND-CP.

According to Mr. Nguyen Dinh Quyen, the inspection of school buses is divided into 2 phases. Phase 1 was carried out from August 11, 2024 to August 24, 2024.

Phase 2 from September 6, 2024, the authorities will inspect and strictly handle cases of drivers and vehicles transporting students violating traffic safety and order, violating legal regulations in passenger transport business activities by car under contract.

In addition to regular inspections, authorities will conduct surprise "post-inspection" checks of school buses to ensure compliance with student safety regulations.
