The program to promote digital transformation of smart tourism in the tourism sector aims to effectively implement the policies and orientations in Resolution No. 52-NQ/TW dated September 27, 2019 of the Politburo on a number of policies and guidelines to proactively participate in the Fourth Industrial Revolution, Resolution No. 57-NQ/TW dated December 22, 2024 of the Politburo on breakthroughs in science, technology, innovation and national digital transformation and the Government's Action Program to implement Resolution No. 57-NQ/TW (in Resolution No. 71/NQ-CP of the Government dated April 1, 2025) in the tourism sector.
Issue a Program to promote digital transformation of smart tourism in the tourism sector
Digital transformation and smart tourism development are not only inevitable trends in the world but also strategic tasks and breakthrough solutions to improve the competitiveness and sustainable development of Vietnamese tourism.
The program was issued to apply achievements of science and technology to develop a smart tourism ecosystem, digitally transform the tourism industry in Vietnam; improve the capacity and efficiency of state management; promote tourism businesses to innovate business models, improve the quality of tourism services; create favorable conditions and increase the experience for tourists.
Contribute to developing tourism into a spearhead economic sector, ensuring sustainable development and international integration; contribute to the development of digital government, digital economy and digital society.
The program consists of 2 phases, in which the specific goal by the end of 2025 is to develop and quickly complete digital platforms to support state management; digital platforms to serve tourists (multilingual, multi-utility) easily accessible via websites and mobile applications; Develop a digital data system and tourism industry database as a foundation for building a smart tourism model, ensuring connection with the utilities of Project 06, promoting the exploitation of added value from data.
Focus on administrative reform, enhance the handling of administrative procedures in the tourism sector through the Ministry's online public service portal; 100% of ministerial-level work files related to the tourism sector are processed in the digital environment (except for files within the scope of state secrets); implement the reporting regime, indicators for synthesizing periodic reports and statistical reports on tourism to serve the direction and administration of the Ministry of Culture, Sports and Tourism in the digital environment.
Promote the completion of the national digital platform for tourism administration and business to facilitate the application of online tourism business models; Develop a set of criteria to identify and measure digital transformation in the tourism sector, and organize periodic assessments nationwide; Develop a Ministry operations center, which integrates tourism components.
Specific goals by 2030: Continue to research and apply science and technology to develop a smart tourism ecosystem and digital transformation; ensure access, application and mastery of advanced technologies in the tourism sector, thereby improving management capacity, development capacity, and creating attractive experiences for tourists.
100% of administrative procedures in the tourism sector are eligible for full-process online public services; 100% of officials, civil servants and public employees in the tourism sector regularly use virtual assistants or smart digital tools at work to improve work efficiency.
The rate of tourism establishments using digital platforms for tourism management and business reaches at least 70%; Expanding the implementation of smart tourism models in key tourist areas and localities with tourism development potential across the country, linking and promoting equitable and sustainable socio-economic development among regions.
Strive to effectively exploit the economic values arising from the application and development of smart tourism in Vietnam's tourism industry, making an increasingly greater contribution to the digital economy; contributing to developing tourism into a spearhead economic sector in accordance with the policies of the Party and the State.
The content of the Program to promote digital transformation of smart tourism in the tourism sector includes: Promoting the development of digital platforms and applications in tourism; Promoting the development of digital data systems in the tourism industry; Developing digital infrastructure.
The Ministry of Culture, Sports and Tourism assigns the Vietnam National Administration of Tourism as the focal agency to monitor the implementation of tasks and activities in the Program nationwide; coordinate with agencies and units under the Ministry to perform specific tasks according to the functions and tasks of each unit.
Assign units to closely coordinate with the Vietnam National Administration of Tourism and relevant units in implementing the tasks of the Program.
