At the preliminary conference on July 15, the National Cyber Security Association (NCA) announced two important decisions. The association established the Southern Branch and appointed Major General Le Minh Manh as the Branch Chairman. The association also launched the Vietnam Cyber Security Magazine - the association's official mouthpiece.
Attending the conference, Minister of Public Security Luong Tam Quang, Chairman of the National Cyber Security Association emphasized: " In the last 6 months of the year and the coming time, the Association needs to continue to promote professionalization, innovate thinking, proactively participate in creating a comprehensive - humane - sustainable cyber security ecosystem. The Association needs to clearly define its core mission: "Connecting forces - Spreading knowledge - Promoting innovation - Protecting national digital sovereignty ".
The Southern Branch was established to expand the association's scope of operations. This reflects the orientation of increasing its presence in the key economic region of the South. Major General Le Minh Manh, former Deputy Director of the Department of Cyber Security and High-Tech Crime Prevention, was appointed as the Branch Chairman.
The decision to establish the branch is of strategic importance. It will help the association better connect with businesses and organizations in the South. This region is the center of technology development and digital transformation in the country.
Vietnam Cyber Security Magazine is expected to become a forum for connecting knowledge. This publication will spread authentic information about the field of cyber security. At the same time, it will encourage innovation and sharing of experiences in protecting cyberspace.
VNPT Group is currently supporting the magazine's technology infrastructure and operations. Editor-in-Chief of the magazine Nguyen Tat Hong Duong emphasized the role of the publication: "Vietnam Cyber Security Magazine is deeply aware that, in the new development stage, the task is not only to propagate and reflect, but also to raise social awareness and connect the expert community."
The Association has implemented many key tasks in the first half of 2025. One of the outstanding achievements is participating in the drafting of the Law on Personal Data Protection. This law was passed by the National Assembly on June 26, 2025 and will take effect from January 1, 2026.
The Association is also researching and commenting on the Draft Law on Cyber Security 2025. This draft aims to merge the Law on Cyber Security 2015 and the Law on Cyber Security 2018. The goal is to create a synchronous and comprehensive legal corridor for the context of national digital transformation.
In addition, the association has implemented many strategic initiatives. Typical examples include nCademy - an online training platform on cybersecurity and digital transformation. The regular "Press Talk" series has also become a forum for professional exchange and raising public awareness.
