Ha Nam proposes to invest in a road parallel to Ring Road 5

According to the plan, Ring Road 5 - Capital Region passing through Ha Nam province is about 36km long, including 6 expressway lanes and a parallel road system with 2 lanes on each side.


The Ministry of Transport has just sent a document to the People's Committee of Ha Nam province regarding a number of issues related to the planned Ring Road 5 section from Binh Nghia intersection to Thai Ha intersection and the Thai Ha Bridge BOT Project in this province.

Previously, the locality proposed to invest in parallel roads on both sides of Ring Road 5 and take advantage of the roads under investment (QL21B, connecting roads of the 2 expressways) to make part of the parallel roads and service roads.

Perspective of Ring Road 5

According to the planning approved by the Prime Minister , the Beltway 5 route in Ha Nam province is about 36km long, has 6 expressway lanes, and is expected to be invested before 2030, according to the Ministry of Transport.

In recent times, to meet transportation needs, the Ministry of Transport has coordinated with localities to invest in a number of sections according to a divergent scale such as Highway 21B, Cho Dau - Ba Da section with a scale of 2 lanes and the road connecting the two highways with a scale of 4 lanes.

According to the Ministry of Transport, it is necessary to soon complete and put into operation the Ring Road 5 according to the approved plan, creating momentum for socio-economic development of Ha Nam province and localities where the project passes through. However, to ensure the synchronous implementation of the Ring Road 5 expressway and the parallel roads on both sides according to the approved plan, it is necessary to study a comprehensive solution.

It is necessary to determine the location, specific route direction, and overall cross-sectional scale of Ring Road 5 such as sidewalk width, parallel road, tree planting strip, median strip between parallel road and Ring Road 5 expressway, ensuring that it is suitable for transportation needs and functions of the routes, as a basis for determining land use needs, site clearance scope as well as solutions to utilize invested sections to promote investment efficiency and avoid waste.

On that basis, the Ministry of Transport requested the People's Committee of Ha Nam province to direct the provincial authorities to closely coordinate with the agencies of the Ministry of Transport to study and agree on the selection of appropriate investment options before reporting to competent authorities for consideration and decision.

Regarding the investment plan to expand the 1.3km section of the Thai Ha bridge approach road, the Ministry of Transport said that in order to determine a suitable and feasible plan as a basis for upgrading and expanding the section connecting the two expressways, the 1.3km section overlapping with the Thai Ha bridge approach road under the Thai Ha bridge BOT project, the Ministry has directed the Vietnam Road Administration to work with investors, project enterprises and competent agencies of Ha Nam province on the investment plan to expand the above section.

The investor proposed to continue to invest in expanding the 1.3km section of the Thai Ha bridge approach road. However, according to the assessment of the Vietnam Road Administration, in the condition that the project's toll revenue has decreased (only reaching 16% compared to the revenue in the contract), if additional investment is made to expand the 1.3km section, the project's difficulties and obstacles will increase.

The Ministry of Transport will continue to urge investors and project enterprises to promptly hand over the 1.3km section to the locality for expansion investment, ensuring synchronous exploitation with the project connecting the two expressways.

According to the plan, Ring Road 5 - Capital Region has a length of about 330km, a scale of 4-6 expressway lanes, a minimum roadbed width of 22-33m and a frontage road on both sides. The project has a total investment of about 85,000 billion VND, the investment progress before 2030.

The route passes through the administrative boundaries of 8 provinces and cities: Hanoi (48km), Hoa Binh (35.4km), Ha Nam (35.3km), Thai Binh (28.5km), Hai Duong (52.7km), Bac Giang (51.3km), Thai Nguyen (28.9km) and Vinh Phuc (51.5km).
