Delegates gave their opinions on the theme, motto of the congress, the implementation of the Resolution of the 11th Congress, term 2020 - 2025 of the three provinces of Ben Tre , Vinh Long and Tra Vinh; directions, goals, tasks and solutions for economic, cultural - social development, strengthening national defense, security and building the political system for the term 2025 - 2030.

First, regarding the theme of the congress, the majority of delegates highly agreed with theme 1 "Building a clean and strong Party organization and political system; promoting the strength of national solidarity; ensuring national defense and security; innovating, creating, making breakthroughs, determined to achieve the goals by 2030, striving to make Vinh Long province a fairly developed province in the country".

Regarding the congress motto, delegates highly agreed with the phrase "Solidarity - Democracy - Discipline - Breakthrough - Development", believing that this is the motto that summarizes the spirit and direction of the congress, especially emphasizing the "Breakthrough" factor in accordance with the development requirements in the current period.
Commenting on the content of the assessment of the implementation results of the Resolution of the Congress for the 2020 - 2025 term, the delegate said that the Draft Report reflects relatively fully the implementation of the Resolution. However, he suggested that the report should supplement and emphasize the regional linkage factor, and should more clearly assess the role of the province in regional linkage with localities in the Tien River sub-region, coastal sub-region and the Eastern coastal region, especially in infrastructure development, logistics, disaster response and marine economic development.

Delegates also proposed to add content assessing the current situation of landslides, saltwater intrusion, groundwater depletion and land subsidence - issues that are taking place severely in the Mekong Delta region, directly affecting the socio-economic development of Vinh Long province.

However, more emphasis should be placed on solutions to preserve cultural identity in the context of rapid urbanization, especially in remote areas after the merger.

Breakthrough in infrastructure in suburban and remote areas, suggestions include additional priority investment in infrastructure connecting rural areas, suburban areas and remote areas to narrow the development gap, creating conditions for localities after the merger to develop synchronously.
Breakthrough in training high-quality human resources, including young human resources in rural areas, and at the same time propose policies to attract and retain talent in the local government apparatus and political system.
Delegates had many comments on key indicators on economy, society, environment, national defense, security and political system building to ensure high feasibility.

Giving opinions on the specific tasks and solutions proposed for 12 groups of fields, delegates proposed the need to study solutions for developing culture and tourism - a field with great potential, especially after the (new) Vinh Long province expanded its area, creating a chain of river tourism, craft villages, and rich cultural heritage.
Delegates also proposed the need to study some specific mechanisms and policies, especially the financial budget mechanism and a more flexible public investment mechanism for the transitional area between urban and rural areas. In addition, there should be practical solutions to develop the private economy, in line with the spirit of Resolution No. 68-NQ/TW of the Politburo just issued.

These are important resolutions that have a direct impact on the development orientation and operating mechanism of local governments in the new period. Delegates proposed that the contents of the above resolutions should be integrated specifically, avoiding dispersion.
