At the second conference reviewing the implementation of tasks in the first 6 months of the year, the Hai Phong City Party Committee stated: In addition to maintaining a high growth rate of over 2 digits, many targets exceeded the plan, the city still achieved a number of low targets. Notably, the progress of disbursement of public investment capital has not met the set requirements. Therefore, immediately after the City Party Committee conference, the City People's Committee proposed a scenario for disbursing public investment capital in the last 6 months of 2025, in which the biggest "bottleneck" must be removed, which is site clearance.
Land clearance is the "key"
The project to build a road and Van bridge connecting National Highway 37 (old Chi Linh City) with the approach road to Trieu Bridge (old Kinh Mon) was previously approved by the People's Council of Hai Duong province in 2022, adjusted in 2024, with a total investment of VND 1,296 billion. The project implementation period is in 2 phases 2021 - 2025 and 2026 - 2030.
According to the West Hai Phong Construction Investment Project Management Board, up to this point, the project has basically completed site clearance for contractors to start construction. Construction progress has reached about 35% of the volume; the disbursement rate of capital allocated in 2025 has reached nearly 90%, exceeding the plan according to the proposed scenario.
The project to build the intersection connecting National Highway 17B with National Highway 5 and the Hanoi - Hai Phong railway is also being urgently accelerated. The project has a total investment of 1,867 billion VND, started at the end of December 2024 and is expected to be completed in December 2025. By the end of June 2025, the project had disbursed more than 60% of the capital plan for 2025, exceeding the set plan.
The key secret that made the above two projects exceed the public investment disbursement schedule is the good work of site clearance.
By early July 2025, many key projects of the city were "stuck in place" and could not be constructed or were delayed, leading to slow disbursement of public investment capital due to "bottlenecks" in site clearance.
Typically, the Nguyen Trai Bridge Construction Investment Project and Urban Redevelopment Project in the surrounding area will start construction in December 2024 with a total investment of VND 2,833.7 billion. However, the project's two main construction packages are being constructed very slowly due to lack of construction sites.
Package 15 (construction of approach bridges, access roads and intersections) is currently “stuck” because 28 households using the apartment buildings at 6 Nguyen Trai Street and 8 May To Street (Ngo Quyen Ward) have not agreed to receive compensation and hand over the site. The contractor has had to temporarily suspend construction since the end of June.
Package No. 14 (construction of the main cable-stayed bridge) is in the same situation because the railway line in front of Hoang Dieu port has not been moved...
The situation of contractors “waiting for a long time” for a clean site also occurred at the Technical Infrastructure Construction Investment Project serving the renovation investment projects of Dong Quoc Binh old apartment building (phase 2) in Gia Vien ward. Although it is a key project, by mid-July 2025, the project still had 35 apartment households, 187/290 households of residential land that had not received compensation and handed over the site...
As of June 30, 2025, Hai Phong is implementing more than 3,000 projects. Despite efforts, the city's disbursement results have only reached VND 15,384 billion, equivalent to 42.9% of the total capital plan assigned by the Prime Minister in early 2025 and 39.2% of the total capital plan assigned by the City People's Committee.
Notably, some project investors have a very low disbursement rate compared to the national average, mainly concentrated in the east of the city such as Project Management Boards of the areas: Ngo Quyen, Le Chan, Do Son, Hong Bang, Kien Thuy, Vinh Bao, Project Management Board for investment in construction of civil works and infrastructure in Hai Phong...
At the meeting of the City People's Committee with localities on the plan for disbursing public investment capital in the last 6 months of 2025, representatives of leaders of relevant departments, branches and units agreed on the point of view: "The key" for construction projects to be on schedule, leading to disbursement of public investment capital closely following the scenario set out in 2025, is that site clearance work needs to be more drastic in the coming time.
Break down barriers
In 2025, Hai Phong's total state budget investment plan is more than 75,000 billion VND. Of which, the Prime Minister assigned 35,893 billion VND; the city's capital assigned 39,298 billion VND. According to the scenario of disbursing public investment capital from July 2025 to January 2026, Hai Phong strives to disburse 106.8% of the capital assigned by the Prime Minister and at least 97.6% of the capital assigned by the city by January 31, 2026.
With the determination to soon "reach the finish line" of the public investment disbursement plan in 2025, Comrade Le Ngoc Chau, Chairman of the City People's Committee, directed sectors and localities to synchronously apply many drastic solutions to break through the "bottleneck" of site clearance at all stages.
The Chairman of the City People's Committee also emphasized that investors are responsible for assigning staff to monitor the implementation progress and disbursement progress for each task and project; promptly report and propose solutions to difficulties for each work content; strive to disburse at a higher level than the plan and ensure full disbursement of payment capital in the 2025 budget year. At the same time, assign leaders to monitor and closely follow the project implementation progress every week; organize work with contractors behind schedule (if any) to find out the cause and propose immediate solutions. Disbursement results are one of the criteria for consideration, evaluation and classification at the end of 2025 of relevant collectives and individuals.
The City People's Committee assigned departments and branches to focus with high determination on shortening the time to carry out administrative procedures by at least 50% according to regulations.
The Department of Agriculture and Environment directs the Land Registration Office to urgently complete the extraction of cadastral maps to serve the site clearance work before July 31, 2025, and at the same time, preside over and work with relevant agencies to guide the People's Committees at the commune level and investors to remove difficulties and obstacles in the process of site clearance when implementing the 2-level local government model.
The People's Committees of communes, wards and special zones must immediately establish a Compensation, Support and Resettlement Council, develop a plan and implement site clearance for projects in the area, with the motto: not to interrupt or delay construction progress due to site clearance problems; complete and report the results to the City People's Committee before July 31, 2025.
For localities with large remaining land clearance volumes such as Ngo Quyen, Nam Trieu, Thuy Nguyen, Le Thanh Nghi wards; Kien Thuy, Kien Minh communes (of which, Ngo Quyen ward has the most remaining 453 billion VND; Le Thanh Nghi ward has the least with 141 billion VND), the City People's Committee requires focusing on completing the disbursement of 100% of the allocated public investment capital according to plan. The City People's Committee will strictly handle organizations and individuals who intentionally cause difficulties, obstructions, and lack of responsibility in project implementation and disbursement of public investment capital.
The City People's Committee assigned the Department of Construction to preside over and coordinate with relevant agencies and units to monitor and urge investors to prepare, appraise, approve projects, design - estimates and procedures for starting construction according to the scenario... During the implementation process, if new problems arise, relevant units and localities will send information to the Department of Finance, which will be the agency that synthesizes reports to the City People's Committee to direct timely resolution of problems and difficulties.
