Positive signals from the first shipment
Implementing Resolution No. 18-NQ/TW of the Party Central Committee on organizational restructuring, Resolution No. 57-NQ/TW of the Politburo on breakthroughs in science and technology development, innovation and digital transformation; and the strong direction of the Minister of Finance , the Customs sector has proactively prepared and transformed the information technology (IT) system to meet the requirements of the new local government organization model from July 1, 2025.
From 10:00 p.m. on June 30, 2025, the customs IT system will temporarily stop accepting customs declarations to update the system according to the new organizational model with regional Customs Branches managing operations in 34 provinces and cities nationwide.
In just 7 hours, at the IT Data Center of the Customs Department, with the close coordination of regional Customs Branches and domestic and foreign IT companies, a large amount of work has been completed to upgrade and update customs processing systems such as VNACCS/VCIS System, Electronic Customs Clearance, Tax Accounting, Manifest, Risk Management, enterprise terminal software, etc.
By 5:00 a.m. on July 1, 2025, the Customs Department had completed the conversion of the IT system and officially operated according to the operating model. This event is not only a great step forward in the comprehensive modernization journey of the industry, but also demonstrates the seriousness and determination of the Customs sector in implementing key Resolutions of the Party and State on streamlining the apparatus, promoting the application of advanced science and technology and fundamentally innovating the management model.
Immediately after the system officially operated under the new model, the first shipment was successfully registered at 5:00 a.m. on July 1, 2025 at the Customs Branch of Region 4, ready for the export journey to the potential European market.
This event demonstrates the serious efforts and determination of the Customs sector to operate the IT system smoothly, affirming the Customs agency's commitment to ensure uninterrupted import-export activities of the country, and at the same time being ready to facilitate international trade activities.
Although the system conversion process went smoothly, the Customs sector still predicted difficulties in interconnecting with ministries, branches, the Treasury, banks, ASEAN single-window portal, etc. Therefore, the Customs Department has arranged for increased professional and technical support forces at all levels to be ready to promptly handle any arising issues, ensuring that businesses' import and export activities are not interrupted.
Results on the first day of implementation, the customs clearance system recorded a total of 50.3 thousand import-export declarations (25.7 thousand export declarations, 24.6 thousand import declarations). Total import-export value: 2,281.8 million USD (Export value: 1,099.2 million USD, import value: 1,182.6 million USD). Revenue collected by 5:00 p.m. on July 1, 2025 was 762 billion VND.
Applying the mechanism of automatically assigning civil servants to check customs documents on the VNACCS/VCIS system

In order to improve transparency, objectivity and efficiency in customs procedures, apply IT in state management of customs, towards building a professional, transparent and effective customs agency, in the context of strong digital transformation, the Customs sector has actively researched the application of IT in the management and inspection of customs dossiers, which is increasingly focused on. From July 1, 2025, the Customs authority officially deployed the mechanism of automatically assigning civil servants to inspect customs dossiers on the VNACCS/VCIS system for customs declarations in the yellow and red channels. The implementation of automatic assignment will bring practical benefits to both the management agency and the business community.
Specifically, preventing negativity and improving public service discipline by eliminating subjective intervention in the assignment of customs dossier inspection; increasing publicity and transparency in the process of handling customs procedures; shortening the time for customs clearance of goods, creating maximum convenience for businesses; helping to improve the professional qualifications of civil servants at border customs and customs outside the border gate, must have a firm grasp and cover all areas of customs operations.
