At the Hai Chau Ward Public Administration Service Center, there are quite a lot of people coming to do procedures. The ward has arranged staff to guide and support people to get a queue number and operate on electronic devices. The reception counters are arranged scientifically , with waiting chairs in the lobby area.

Ms. Tran Thi Nhu Y (born in 1983, residing in Hoa Cuong ward) came to do the procedures to update the assets on the land, shared that the staff working quickly and friendly. Although the file was still missing some documents so she could not submit it right away, she was still given detailed instructions and was given a date to come back to submit additional documents.

According to Mr. Nguyen Phuc Bao Nam, Deputy Director of Hai Chau Ward Public Administration Service Center, after the merger of 5 wards, the number of people coming to do transactions has increased significantly. The Center has arranged enough staff and civil servants to guide and process documents. Up to now, the operation process has been stable, without any problems. However, to avoid overload and shorten waiting time, the ward has proactively increased the number of reception counters.
Mr. Nguyen Van Duy, Chairman of Hai Chau Ward People's Committee, said that on the first day, many people came to complete procedures from 7 am. The ward proactively anticipated this situation, expanding the number of counters from 7 to 14, and fully preparing technical infrastructure and human resources. Thanks to being fully trained according to the instructions of the Central and the city, the team of civil servants at all positions operated proficiently and confidently to meet the requirements in the new situation.
At the One-Stop Department of the Da Nang City Administrative Center, administrative procedures continue to be implemented smoothly and stably. People and businesses coming to transact are guided in the correct process.

Mr. Nguyen Quoc Tuan (born in 1981, residing in Hoa Cuong ward) came to do procedures related to the application for investment policy. He said that he had researched the information and submitted the application online beforehand. Thanks to that, the processing at the reception department was very fast, less than 5 minutes. The staff only needed to support the verification on paper because the information was already available on the system.

Currently, 3 communes in Da Nang City have publicly applied AI to answer people's questions about the 2-level local government and support administrative procedures. This model is used in Hoa Vang, Hoa Tien, and Ba Na communes. These are 3 new communes that will officially operate on July 1. People only need to scan the QR code, type a question or use their voice to receive detailed instructions from AI on the steps to prepare documents and the implementation process.
Regarding the certification procedure for the records of people in Hoa Phong commune (old), AI guides people to go to the Hoa Vang commune administrative center to carry out the procedure. AI also outlines some common certification procedures to help people understand the process.
Mr. Bui Hong Trung, Secretary of the Party Committee of Hoa Vang commune, said that this tool focuses on answering questions about administrative procedures, land records, health insurance, household registration, social policies, etc. "We include basic contents that people are often interested in during the process of rearranging administrative boundaries, so that AI can provide effective support right from the start. This is done before the official operation time so that people have time to get used to it," said Mr. Bui Hong Trung.

According to Mr. Trung, the operation process will require regular interaction from the people. "We actively train AI, but for it to be truly useful, many people need to ask, give feedback, and make adjustments. Currently, the basic data is available, but AI needs more time and real-life feedback to become more complete," Mr. Trung shared.
Tam Hai island commune is a special locality, not merged with other communes and wards and still retains its old name after the administrative unit arrangement. Therefore, officials and people of Tam Hai island commune believe that when the two-level government comes into operation, it will create a new driving force to fully exploit the local potential.

Mr. Nguyen Ngoc Tho, Secretary of the Thuan An village Party Cell, shared that in recent days, people have been very supportive of the policy of merging and implementing a two-level government.

“We expect a strong grassroots government to serve the people, fully listen to their aspirations and quickly resolve them, helping people to have more confidence in the Party’s leadership and the State’s policies. When merging into Da Nang City, we believe there will be more investment in the island commune, especially in transport infrastructure, so that Tam Hai commune can strongly develop tourism and improve people’s lives,” said Mr. Nguyen Ngoc Tho.
