At the district and grassroots levels, maintain and develop models to communicate and mobilize women to participate in solving social issues, aiming at the goal of "Each grassroots association has at least one effective model of safety for women and children".

The whole province has 1,649 children who are sponsored and cared for regularly; of which the Provincial Women's Union sponsors and cares for 3 orphans.
