According to Article 45 of the Regulations on High School Graduation Exams issued with Circular 24/2024/TT-BGDDT on recognition of high school graduation, it is stipulated that: "Candidates who are eligible to take the exam, are not subject to disciplinary action to cancel their exam results, all exam subjects achieve above 1 point on a 10-point scale and have a graduation score of 5 points or higher will be recognized as high school graduates".
Thus, the failing score for the 2025 high school graduation exam is 1 point or less.
Statistics show that in the 2025 high school graduation exam, 936 candidates scored <=1. These are candidates who are likely to fail the 2025 graduation exam. Of which, Math had the highest number of failing scores with 777 candidates. Literature had 87 candidates with failing scores.

However, among these cases of failing scores, the possibility of candidates having force majeure circumstances on the exam day being given special treatment, but the graduation score still shows as 0, is still excluded.
According to the 2025 High School Graduation Exam Regulations, high school graduation scores include:
1. The scores of the subjects that candidates take to be considered for high school graduation recognition are converted to a 10-point scale to calculate the graduation score.
2. The average score of the years of study at high school level (average score of the years of study) is calculated according to the following formula:

In which the average score of grades 10, 11, 12 is the average score of all subjects evaluated by the scores of each school year. The average score of each school year and the average score of all school years are rounded to 2 decimal places.
3. Priority points and Incentive points if any.
The formula for considering high school graduation recognition in 2025 is as follows:

The graduation score is calculated to two decimal places, automatically by computer software. For candidates studying under the General Education/Training Education program whose transcripts have an average score for each school year, this score can be used to replace the average score of each subject.
The average score of the school years is only calculated on the school years that the candidate studied according to the General Education Program/Continuation Education Program of Vietnam.
According to the regulations, candidates who are eligible to take the exam, have not been disciplined to have their exam results canceled, all subjects score above 1.0 on a 10-point scale and have a GPA of 5.0 (five) points or higher will be recognized as graduating from high school.
Candidates who meet the exam requirements are exempted from all exams in the high school graduation exam according to regulations.
