Strengthen communication
Mr. Dinh Van Trinh - Principal of Nguyen Hien Secondary School (HCMC) said that in the coming time, the school will organize training sessions and seminars on the Law on Teachers through various channels to ensure that managers, teachers and staff clearly understand their rights and obligations under the new regulations. At the same time, improve the working environment, create conditions for teachers to maximize their capacity, and reduce unnecessary work pressure. In particular, focus on building an environment where teachers feel listened to, supported and have the opportunity to share experiences and learn from each other.
“We will review internal regulations and rules to adjust and supplement them to be consistent with the spirit and content of the Law on Teachers. This includes regulations on teacher standards, competition assessment, rewards, discipline, complaint and denunciation settlement procedures, etc.
In addition, based on the regulations on teacher standards and professional training in the Law, the school will develop a systematic and periodic teacher training plan, focusing on new skills, modern teaching methods and digital capacity development. In particular, information related to the rights, obligations and evaluation criteria of teachers must be public and transparent," said Mr. Trinh.
Mr. Le Huu Binh - Principal of Thanh An Primary School (HCMC) said: "The school has proactively disseminated information to teachers through Party cell meetings, Pedagogical Council meetings... Before the Law was passed, we organized to collect comments on the draft Law from all teachers and staff in the school. The Law on Teachers is not only a legal milestone, but also a real step forward in enhancing the status and protecting the legitimate rights of teachers."
Mr. Nguyen Van Ngai - former Director of the Department of Education and Training of Ho Chi Minh City said that in order to effectively implement the Law on Teachers at the grassroots level, the education sector of localities needs to focus on raising awareness and understanding, organizing training sessions, seminars, and discussions for the entire team of teachers, managers and staff at educational institutions.
In addition, it is necessary to focus on propaganda and dissemination of the Law on Teachers to all people. Mobilize the participation and support of families and communities in educating students. Build a social environment that respects and values the teaching profession.
“Localities need to review and adjust the regulations and rules of educational institutions in accordance with the Law on Teachers. Ensure fairness and transparency in the recruitment, use, evaluation, reward and discipline of teachers. From there, create a friendly, safe and convenient working, living and learning environment for teachers,” Mr. Ngai emphasized.

Support qualified teachers
According to the Law on Teachers, the standard qualification of a teacher is a college degree in pedagogy or higher for preschool teachers, a bachelor's degree in teacher training or higher for primary, secondary and high school teachers. In Ho Chi Minh City, according to statistics, in the 2024-2025 school year, the total number of managers and teachers in the whole sector is about 80,612 people. At the primary level, the number of teachers who have not met the standards is 2,156, at the secondary level is 730. At the high school level alone, 100% of teachers have met the standards. At the preschool level, the number of personnel who have not met the highest training standards is 5,717 teachers.
Currently, Ho Chi Minh City has more than 3,200 preschools. To carry out the work of standardizing teacher qualifications, the Ho Chi Minh City Department of Education has required non-public preschools to ensure that when signing labor contracts with teachers, they meet the prescribed qualifications. For teachers who have been with the school for a long time and want to work long-term, they must commit to participating in standardizing their qualifications. Educational institutions are responsible for making a list and organizing training courses at the same level of management.
According to the principal of a non-public kindergarten in Ho Chi Minh City, as soon as the Law on Teachers was passed, teachers working in non-public units were very happy. Currently, the school has 4 intermediate-level teachers who study in the evenings.
“To help teachers feel secure in their work, we always create favorable conditions in terms of time as well as maintain policies so that they can feel secure in their studies. This is to retain college and university-level staff who are teaching at the school and to ‘recruit’ new staff. In addition, the school always creates conditions for teachers to transfer from intermediate to college to meet new regulations,” said the principal.
Similarly, at Thanh An Primary School, creating conditions for teachers to improve and study is emphasized. Principal Le Huu Binh said that the school still has 1 teacher who has not met the standards and is studying to improve. Teachers study both in person and online, so the school creates conditions in terms of time and arranges a reasonable schedule for teachers to ensure their study schedule.
“When the Law on Teachers was passed, teachers in the school were very happy. Happy because the Party, the State, and all levels and sectors paid attention to teachers' lives, provided timely support, and had special sanctions to protect teachers. That helped teachers feel motivated, focused more on their professional work, and not feel pressured about everything,” said Mr. Le Huu Binh.
Mr. Ho Tan Minh - Chief of Office of the Department of Education and Training of Ho Chi Minh City, said: In the past time, the unit has focused on developing, implementing policies and training for managers, teachers and staff at all levels. Specifically, advising on policies on funding for implementing the roadmap to improve the training standards of preschool, primary and secondary school teachers for the first course (2023 - 2024 to 2025 - 2026) and the second course (2024 - 2025 to 2026 - 2027). Accordingly, preschool, primary and secondary school teachers at public and non-public schools are supported with 100% of tuition fees from the State budget.
