Businesses are not allowed to discount more than 50% of selling price from July 1st.

On June 22, the Ministry of Industry and Trade issued Circular No. 39 regulating the maximum value of goods and services used for promotion, and the maximum discount level for promoted goods and services that traders are allowed to implement in promotional activities.

Circular 39 specifically stipulates that the material value used for promotion for a unit of promoted goods or services must not exceed 50% of the selling price immediately before the promotion period of that unit of promoted goods or services; the total value of goods or services used for promotion in a program must also not exceed 50% of the total value of the promoted goods or services.

For concentrated promotional programs, the maximum limit on promotional value allowed to be applied is up to 100%. These programs include: programs decided by central or provincial government agencies to implement economic development policies; promotional periods on holidays and Tet according to labor law, including 30 days before Lunar New Year and other holidays.

Also according to Circular 39, the maximum discount for promotional goods and services shall not exceed 50% of the price of such goods and services immediately before the promotion. However, in concentrated promotional programs or trade promotion activities decided by competent central authorities, the maximum discount may be up to 100%.

In addition, the maximum discount limit does not apply to the following cases: goods and services subject to the State's price stabilization policy; fresh food; goods and services in the context of enterprise bankruptcy, dissolution, change of location or business line.

Circular 39 takes effect from July 1. Promotional activities currently applied under the old regulations will continue to be implemented until the end of the program period.
