Eliminate district level, increase tax agency coordination by 5-6 times

The appraisal dossier of the draft Decree amending and supplementing a number of articles of Decree No. 29/2025 of the Government stipulating the functions, tasks, powers and organizational structure of the Ministry of Finance has just been announced.

According to the report, the Ministry of Finance said that after nearly 4 months of restructuring, the units under the Ministry have now started operating under the new model, ensuring a streamlined apparatus. After restructuring, the Ministry of Finance's apparatus has reduced about 3,600 units, equivalent to a 37% reduction compared to before. The Ministry has also resolved to streamline nearly 8,000 civil servants, public employees and workers to enjoy policies according to regulations.

However, after being arranged according to regional or inter-district areas, especially tax agencies and treasuries with large and scattered management areas (some areas are over 30,000 - 40,000 km2, the distance from the farthest place to the headquarters of most regional branches is over 100 km, some places are over 200 km), the workload has increased many times, 3 - 4 times the workload of the previous department level.

Therefore, in areas where there is no headquarters, consulting and coordinating with local authorities in performing political tasks in the area faces many difficulties, especially in organizing and operating state budget collection of regional tax branches.

According to the plan to reorganize the provincial administrative units of the Central Government (there are still 34 provinces and centrally-run cities), the implementation of tasks of vertical organizations of the Ministry of Finance at the local level will face more difficulties.

The reason is that most of the units have been arranged according to inter-provincial regions whose management areas do not coincide with the central government's plan to arrange provincial-level administrative units (there are regional branches that manage many provinces, but each province only manages a part).

At the same time, units organized according to inter-district areas are also affected because there is no longer an administrative unit at the district level.

Currently, the Tax Department is arranging 350 inter-district tax management teams to manage taxes in 696 district-level administrative units. However, when the district-level model is abandoned, direct management will have to be arranged to the commune level, increasing the workload and increasing the number of coordination points of the tax agency by about 5-6 times compared to present.

Also according to the Ministry of Finance, after being arranged according to regional branches, the number of staff of some regional branches is very large (2 tax branches have about 4,000 civil servants; 16 regional tax branches have from 1,000 to more than 2,000 civil servants; 2 regional tax branches have from 900 to less than 1,000 civil servants...). With a large management area, managing civil servants and employees of the industry is also a big challenge.

The arrangement and merger of agencies and units, especially vertical organizations of the Ministry of Finance at the local level, to organize work by region (inter-province, city) or inter-district leads to a situation of both excess and shortage of working headquarters and facilities serving operations such as information technology systems, offices, etc.

Therefore, according to the Ministry of Finance, it is necessary to reorganize the vertical units of the Ministry at the local level to ensure compliance with the merger of provincial administrative units and the implementation of the 2-level local government organization model.

Reorganize 20 tax branches into 34 provincial and municipal tax offices

The Ministry of Finance submitted to the Government amendments and supplements to regulations for vertical organizations of the Ministry. Accordingly, for tax agencies, reorganize regional tax branches to manage in line with provincial administrative units.

Specifically, reorganizing from 20 regional tax branches into 34 provincial and municipal tax branches directly under the Central Government (an increase of 14 units compared to present).

Along with that, convert district-level tax teams into basic tax units under provincial and municipal tax to manage taxes in some commune-level administrative units.

For statistical and social insurance agencies: Reorganize from 63 statistical offices into 34 provincial and municipal statistical offices under the Central Government (reducing 29 units compared to present). Reorganize 35 regional social insurance offices into 34 provincial and municipal social insurance offices (reducing 1 unit compared to present).

Convert district-level statistical teams into grassroots statistics under provincial and municipal statistics; district-level social insurance into grassroots social insurance under provincial and municipal social insurance and rearrange them appropriately for management in some commune-level administrative units.

The Ministry of Finance submitted to the Government the assignment of the Minister of Finance to regulate the number of tax, statistics, social insurance units of provinces and centrally run cities, customs departments, state reserve departments, and regional State Treasuries. According to the Ministry of Finance, this assignment of authority also ensures compliance with the provisions of the Decree regulating the functions, tasks, powers and organizational structure of ministries and ministerial-level agencies.

Commenting on this content, the Ministry of Justice said that the regulation of the number of units under the tax, statistics, social insurance of provinces and centrally-run cities, customs branches, state reserve branches, and regional state treasuries in Article 3 of Decree 29 is based on the Project approved by the Politburo. Therefore, it is recommended that the Minister of Finance stipulate the number of these units in accordance with the Project approved by the competent authority.

To ensure that the arrangement of vertical organizations of the Ministry is synchronized with the time of organizing local governments at all levels, the Ministry of Finance submits to the Government the effective date of this Decree from July 1, 2025.
